A practice-oriented MOOC for higher education excellence

University of Applied Sciences Campus Vienna, in collaboration with the University of Vienna, has taken a leading role in developing a Massive Open Online Course (MOOC) focused on the legally compliant use of Artificial Intelligence (AI) in higher education. This initiative bridges the gap between complex European regulation and the daily realities of teaching, research, and administration. By providing practical guidance on the EU AI Act, the project facilitates a shared understanding of regulatory requirements and fosters responsible AI use through a flexible, accessible format.

Addressing Regulatory Challenges and Ethical Needs

The initiative was developed to tackle several critical hurdles emerging from the rapid integration of AI into the academic landscape, including:

  • Demystifying legal requirements by providing clear, practical training on the implications of the EU AI Act for higher education institutions.
  • Mitigating organisational risks through structured guidance on assessing AI risks and implementing legally sound practices.
  • Closing the skills gap by offering a scalable instrument to build AI literacy and legal awareness among diverse staff groups.

Implementation and Strategic Knowledge Sharing

The practice is executed through a collaborative framework that combines legal expertise with specific higher education implementation knowledge. Key features of its execution include:

  • Flexible, self-paced learning delivered via the iMooX platform, allowing staff to engage with the material at their own convenience.
  • Cross-departmental targeting, specifically designed to reach both academic and administrative staff for holistic institutional impact.
  • Strategic integration, enabling universities to incorporate the course directly into their internal professional development and quality assurance strategies.

Results and Impact

Since its launch, the MOOC has demonstrated significant potential as a tool for institutional readiness:

  • Systematic staff preparation, equipping higher education professionals with the tools to navigate the transition to regulated AI environments.
  • Strong institutional uptake, with early data showing robust interest across various staff categories and roles.
  • Enhanced quality assurance, contributing to a more transparent and responsible framework for AI-related practices within universities.

Lessons Learned and Transferability

A key success factor of this initiative is the close cooperation between legal experts and higher education practitioners, which ensures the content is both regulatorily accurate and practically relevant. The project also highlights the vital importance of low-threshold, flexible formats in reaching diverse target groups across large institutions.

Because it addresses a common European challenge, the MOOC is highly transferable; its modular format allows for easy adaptation and scaling to support joint capacity-building efforts across the European Higher Education Area.
