Luis Manuel Paulino Marte

I am Dominican and reside in Santo Domingo, a beautiful paradise to live and work. In 1987 I was graduated as a system engineer with honor from the University INTEC. Then in 2000 I made my MBA at the University of Quebec – Montreal (UQUAM), graduated with honor as well. This year I am defending my doctoral investigation to win the PHD accreditation.  My doctoral research is about the mediation of students to development cognitive functions using virtual education. I have attended different seminars and workshops about distance education, e-learning, Instrumental Enrichment,  IT Innovation, Court Technology, financing, lead by Virtual Educa, Eucarinet, ENLACE, NCSC, ICELP, among others. My professional experience is related to IT management in the public sector, working as a consultant of international organization like BID, USAID and PARME. I have 20 years of experience working in the modernization of government institution with e-government, open government and transparency. In the academy sector, I have been professor for more than 12 years in the most prestigious universities of the country like UNAPEC, UNIBE and PUCMM. 4 year ago, I was the academy vice-president of UNNATEC and right now I have almost 2 years leading the institution as the President.
