Bryan Maguire is Head of Qualifications Services designate of Quality and Qualifications Ireland (QQI) (Ireland), he was previously Director of Academic Affairs at the Higher Education and Training Awards Council, Ireland (HETAC). One of the main functions of HETAC is Validation of higher education and training programmes. As far as level 5 is concerned the Advanced Certificate, not aligned with the Bologna process is at present the most successful qualification awarded (19). He is also Head of Qualifications Services designate for the new Qualifications and Quality Assurance Authority of Ireland, into which quality assurance functions for VET and higher education will be incorporated later in 2012. In this new role he will be responsible for the national framework of qualifications, as well as the NARIC and the national recognition point for VET qualifications. A graduate of University College, Dublin and the University of California, San Francisco, he previously lectured in psychology and held management positions at the University of Wales, Bangor and Dún Laoghaire Institute of Art, Design and Technology, Ireland. He is a member of the Bologna Working Group for Qualifications Frameworks and the European Qualifications Framework Advisory Group. He has served on several framework-referencing groups and lectured and published extensively on qualifications frameworks.
