The Regional Engagement Assessment (REA) is a structured methodology developed within the E³UDRES² university alliance to systematically capture, compare, and enhance how higher education institutions contribute to their regional ecosystems. Building on the UASiMap self-assessment tool, the alliance developed a tailored set of twelve indicators reflecting four core dimensions:

  1. strategy co-creation,
  2. talent and skills development,
  3. user-inspired research and innovation, and
  4. civic and cultural engagement.

By combining alliance-wide comparability with regional specificity, the REA fosters reflection, dialogue, and mutual learning. Beyond monitoring engagement, it supports institutions in identifying strengths, addressing gaps, and designing targeted improvements that enhance accountability and strengthen universities’ roles in sustainable regional development.

 

Results and impact

While the REA is currently in its pilot phase, several expected outcomes have already emerged:

  • Enhanced visibility of regional engagement: Institutions will gain deeper insight into their regional contributions and be better equipped to communicate them to stakeholders.
  • Mutual learning within the alliance: Pilot institutions benefit from shared experiences and peer feedback through Critical Friend Reviews, strengthening a culture of reflection and improvement.
  • Stronger cooperation with regional stakeholders: Assessment discussions help universities deepen their role as trusted partners within regional ecosystems.
  • Evidence-based development: Common indicators provide robust data to guide strategic decisions and align activities with regional needs.
  • Scalability and transferability: Pilot insights will support smooth implementation across all E³UDRES² partners, ensuring comparability while respecting institutional diversity.

Ultimately, the REA is expected to reinforce universities’ roles as key drivers of sustainable regional transformation across Europe.

 

Lessons learned

The REA demonstrates that a structured, participatory, and comparable framework can significantly enhance universities’ regional engagement. Key success factors include:

  • A clear indicator set that balances consistency with flexibility
  • Strong collaboration among institutional teams
  • Involvement of external and internal stakeholders through “critical friend” reviews

Challenges observed during early implementation include gathering diverse data, ensuring consistency across institutions, and coordinating multi-stakeholder engagement.

Thanks to its adaptable design, the REA is highly transferable beyond the E³UDRES² alliance. Other higher education networks can adopt the framework by tailoring its indicators to local contexts while retaining comparability and shared learning. The REA thus serves as a strong example of how universities can systematically demonstrate, benchmark, and enhance their regional impact.
