The “Qualifications Frameworks for trust, transparency and diversity – TPG A 2” (QUATRA – TPG A 2) project supports European countries in implementing a three-cycle system of higher-education programmes and degrees. It builds on previous Erasmus+ work and strengthens cooperation within the Bologna Process to improve transparency, trust, and alignment across national qualifications frameworks.

Project description

The goal of QUATRA – TPG A 2 is to support the work of Thematic Peer Group A on Qualifications Frameworks. This group focuses on helping countries put in place the first key commitment of the Bologna Process: creating a three-cycle system of higher-education programmes and degrees (including short-cycle qualifications). The project continues the earlier Erasmus+ project “Qualifications Frameworks for Trust, Transparency and Diversity – TPG A” (QUATRA – TPG A, 2022–2025).

This new project builds on policy documents that guide how the Bologna Process will be carried out leading up to the next Ministerial Meeting in 2027. It supports the EU Council Resolution on the strategic framework for European cooperation in education and training (2021–2030), which highlights the need for Member States to keep working within the Bologna Process.

The project also draws on the original Bologna Declaration (1999) and later Communiqués, which outline priorities for developing the European Higher Education Area (EHEA). In particular, it focuses on achieving the first key commitment reaffirmed in the Tirana Communiqué (May 2024): putting in place a three-cycle system of programmes and degrees, based on learning outcomes and the European Credit Transfer and Accumulation System.
