Part of his thinking is to build a European Innovation Council (EIC), which is welcomed by UAS4EUROPE. This contribution is to support the Commissioner in setting up an EIC. UAS4EUROPE is convinced that it is in the interest of Europe as a whole to be as innovative as possible in order to bring continuous economic growth. The European knowledge economy provides the intellectual capital to be able to be a top innovator. However, good innovation governance, adequate funding mechanisms, overcoming regulatory barriers, skills investment for innovation and proper financing and budget are the five pillars of importance to achieve the goal of being a top innovator. When successfully tackled by the EIC, UAS4EUROPE believes that Europe can be the future top innovator of the world.

Camilleri, Stefan Delplace, Marek Frankowicz, Raimund Hudak, Anne-Christin Tannhäuser, Version 2014, PHE_in_Europe_Oct2014.pdf (1.2 MB) - Chapter 1 starts out with a short historical view on “academisation” and “professionalisation,” illustrating how much professional higher education (PHE) in Europe has been in flux in the past years. With examples from France and Ireland, the chapter argues how a new spectrum of missions, differences in national organisation of PHE and a variety of denominations for PHE providers and programmes has slowed down a shared understanding of what PHE commonly characterises.

Chapter 2 gives information on research aims and methodology of the “HAPHE” (Harmonising Approaches to Professional Higher Education) initiative, which made this publication possible.

Chapter 3 is a central part of this book. The authors suggest a validated definition for PHE and present a structured set of characteristics (framework) including quality criteria. The three framework dimensions: policy and strategy, teaching and learning, and research, development and innovation are accompanied by examples of PHE from several European countries. Those examples where gathered from programmes and institutions that have developed a clear professional profile in all or most of the framework criteria.

Chapter 4 outlines differences in PHE systems in 15 EU member states for curricular requirements, PHE provision on EQF levels, the recognition of professional degrees, and, not less importantly, access to (research) funding.

Chapter 5 builds on the outcomes of all previous chapters and formulates recommendations to European and national policy-makers, the providers of PHE policy, and individuals/organisations working on quality development.

The role of higher education has evolved in the more complex societies we are living in. Society values (higher) education more than ever - pointing to knowledge as a powerful driver of change and development. Education plays a key role in the life of citizens, as it responds to the various needs of individuals and society as a whole. Understandably, more and more young people choose an education that they believe will secure their prospective employment. However, such a short-term vision may not necessarily be the best guarantee for sustainable employment, as generic skills and a sound general education background constitute the firmest basis for finding employment. A diversified offer of programs seems to respond more accurately to the diverse needs of society in rapidly changing contexts, as well as an increased mobility of students and workers.
There are challenges such as the study -to-work transition, or the involvement of businesses' stakeholders. In this context, a reflection is needed on the efforts that regions and individual countries are making to educate more employable graduates. There is a growing awareness among both governments and stakeholders that an exchange of relevant policies and experiences with other regions in the world will also stimulate global employment.
