Abstract
This session will focus on the new external risk-based approach to quality assurance which has been operational in Australia since the beginning of 2012 and that which is currently under sector consultation in England. The session will also reflect on commonalities and differences between the approaches of the two countries. Dorte Kristoffersen will share the Tertiary Education Quality and Standards Agency’s (TEQSA) approach to risk-based regulation of higher education and the context that led to the introduction of a new quality assurance approach. She will in particular focus on how TEQSA’s approach differs from the quality assurance principles and practice in place in Australia, prior to TEQSA’s establishment. Anthony McClaran will discuss the policy background to the move towards a more risk-based approach in England, and provide an update on the consultation which took place with the sector over summer 2012. He will also talk about the next steps required for QAA to make risk-based quality assurance operational in England by early 2014.
