Quality activities have become a normative practice in institutes of higher education (HEI's). However, these activities are motivated by different, sometimes contradictory, forces which might, if we are not vigilant and careful, tear the systems apart. We propose an outline for what we consider a competent and vigorous HEI quality system that may well serve as a role model for general quality management systems in industry. The male gender will be used throughout when referring to persons but it applies to male and female alike.
