Joaquim António Belchior Mourato was born on the 6th of November 1965 and is the author of several articles and publications in the fields of management, economics sciences and higher education policies. He holds a licenciatura (bachelor’s degree) in Business Organization and Management from the Instituto Superior de Novas Profissões and earned a PhD degree in Economic and Business Sciences from the Universidad de Extremadura (Badajoz, Spain). He is also a postgraduate in Gestão Estratégica de Instituições de Ensino Superior (Strategic Management of Higher Education Institutions) from the Universitat Politécnica da Cataluña (Barcelona, Spain). He started his professional career in 1985 in the Municipality of Monforte. In 1996, he began to teach at the Elvas Higher School of Agronomy of the Portalegre Polytechnic Institute. From 2000 to 2009, he was Portalegre Polytechnic Institute Administrator. In 2009, he was elected and appointed President of that institution and is in office to this day. He is currently President of the Portuguese Polytechnics Coordinating Council (CCISP), a position for which he was elected in January 2013. Today, his main research interests are location theory and economics models applied to regional development, organizational benchmarking management and higher education management.
