Ellen Hazelkorn

Professor Ellen Hazelkorn is a partner and international education policy consultant with BH Associates (https://www.bhassociates.eu). She is Professor emeritus and Director, Higher Education Policy Research Unit (HEPRU), Dublin Institute of Technology (Ireland), and Joint Editor, Policy Reviews in Higher Education (SRHE & Taylor and Francis). She is also an International Co-Investigator, ESRC/HEFCE Centre for Global Higher Education, London, and Research Fellow, Centre for International Higher Education, Boston College, USA. She was policy advisor to, and board member of, the Higher Education Authority (Ireland), 2011-2017, and President of EAIR, the European Society for Higher Education, 2013-2016. She was Vice President Research and Enterprise, and Dean of the Graduate Research School, (2008-2014), and Vice President and Founding Dean, Faculty of Applied Arts, Dublin Institute of Technology (1995-2008). Ellen is a member of: Quality Board for Higher Education in Iceland (2017-); Swedish Foundation for Humanities and Social Sciences (Sweden) (2015-); International Advisory Committee, Higher School of Economics (Russia) (2016-); Rovira i Virgili University (URV) (Spain) (2014-).

Professor Hazelkorn has led and/or been involved in: Review of Quality Assurance Agency [QAA], UK (2018 forthcoming); Mid-Term Review of the Further Education and Training Strategy (SOLAS – the Further Education and Training Authority, Ireland, 2017-2018); Review of Post-Compulsory Education in Wales (Department for Education and Skills, Welsh Government, 2015-2016); Evaluation of UAE Rankings System (UAE Ministry of Education, 2015); Quality of Undergraduate Education, National Academy of Sciences, U.S. (2015); International Panel, Review of Finnish Higher Education System, Ministry of Education and Culture, Finland (2015); Review of Dutch Higher Education, Ministry of Education (2010); OECD Reviews of Victoria, Australia (2009), Catalonia, Spain (2010) and Wroclaw, Poland (2012); German Excellence Initiative, German Science Council (2012).

She was chairperson, and lead author, for the EU Expert Group on Science Education (2014), and Rapporteur for the EU Expert Group on Assessing University-Based Research (2009). Ellen is internationally recognised for her writings and analysis of rankings on higher education and policy: Rankings and the Reshaping of Higher Education: The Battle for World-Class Excellence, 2nd ed. (Palgrave, 2015); editor, Global Rankings and the Geopolitics of Higher Education (Routledge 2016); co-editor, Rankings and Accountability in Higher Education: Uses and Misuses (UNESCO, 2013); co-author, Rankings in Institutional Strategies and Processes: impact or illusion? (EUA, 2014); as well as, Developing Research in New Institutions (OECD, 2005).
