Born 7 March, 1960 in Arzamas, Nizhny Novgorod region. In 1981 graduated from Arzamas state pedagogical Institute (ASPI) named after A. P. Gaidar. Until 1992 worked for Komsomol. In 1998- the adviser to the Prime Minister of the Russian Federation Sergei Kiriyenko. In 1999 – 2001 – Deputy in the State Duma of the Federal Assembly of the Russian Federation. In 2001 – 2005 – Deputy Plenipotentiary Representative of Russian President in the Volga Federal district. In 2005 – 2008 – State Secretary – Deputy Minister of health and social development of the Russian Federation. In 2008 – 2012, head of the Federal service for supervision in education and science (Rosobrnadzor). From October 31, 2012 to March 22, 2015 – representative of the Legislative Assembly of the Penza region in the Federation Council. Doctor of pedagogical science. Member-correspondent of the Russian Academy of education. State Councilor of the Russian Federation of 1 class. State awards: 2010 – The medal of order “For Merit to the Fatherland” II degree; 2013 – The order “For merit to the Fatherland” IV degree.
