Dr Joachim James Calleja is Director of CEDEFOP since 2013. Before his appointment, he served as the Permanent Secretary of the ministry of Education and Employment. He has been working in the education sector for over 31 years. He holds a Bachelor’s degree in Education from the University of Malta, a doctoral degree in Philosophy of Education from the University of Padua (Italy) and a PhD from the University of Bradford in the UK. Dr Calleja has been teaching at the university of Malta since 1991. Following a eight year experience at the Foundation for International Studies of the University of Malta, Dr Calleja was employed as Principal Researcher and trainer by the United Nations International Institute on Ageing based in Malta. He then spent three years as Head of the Secretariat of the Ministry for Economic Services followed by a Headship position as Administrative Director at the Malta College of Arts, Science and technology, Malta’s leading vocational college. Following an appointment at the European Training Foundation (based in Turin), Dr Calleja was appointed Chief Executive of the Malta Qualifications Council where he piloted the national process leading to the Malta Qualifications Framework and the referencing of the Framework to the European Qualifications Framework and the Qualifications Framework of the European Higher Education Area. Dr Calleja has been involved in vocational training, qualifications frameworks and quality assurance in further and higher education since 2005. He is the National Bologna BFUG representative for Malta and he also represents the Ministry of Education on the Directors-General Meetings for Vocational Education and Training. He has led a number of DGEAC and ESF projects on vocational training, qualifications and quality assurance. Since January 2011, he heads the Ministry of Education and Employment.
