UAS4Europe Conference 2019: what are the future scenarios for applied research in Europe?

Brussels – What are the opportunities offered by current and future European research and innovation programmes for universities of applied sciences (UAS) in Europe? How can they successfully participate? More than 170 participants from 20 European countries came to Brussels on April 2, 2019 for the conference “Beyond Horizons. The Future of Applied Research in Europe” to receive answers to these questions and search opportunities for new partnerships. The conference was organised by EURASHE co-founded European network of universities of applied sciences UAS4Europe, in cooperation with the Bavarian Research Alliance (BayFOR).

Universities of applied sciences (UAS) work in close collaboration with industry and SMEs and making a valuable contribution to job creation and economic growth, especially at regional level. However, there is still a lot of to do when it comes to catching up to do when it comes to benefit from EU research and innovation funds.

The second UAS4Europe Conference in Brussels focused on current and future EU funding opportunities. It was also an occasion to set up new collaborations and exchange good practices on research and innovation activities.

Jean-David Malo, Director of DG RTD on `Open Innovation and Open Science’, highlighted the importance of UAS as the drivers of innovations. He said: ‘Now, more than ever it’s the time to UAS to play an important role in turning European research into impact through the EU programmes’.

UAS representatives and scientists had the opportunity to present their work and concrete project ideas in person. “Blind Brain Dates” was an occasion to create new working contacts and identify potential research topics of common interest. The presentations of posters from all around Europe and exchange of best practices were highly appreciated by the participants.

Challenges and opportunities for UAS

The afternoon session was followed by a debate on the future of applied science in Europe. Mr Bernd Sibler, Bavaria’s State Minister of Science and the Arts, representatives of the European Commission (DG RTD and DG REGIO), members of the European Parliament and representatives of UAS4EUROPE, Stéphane Lauwick, President of EURASHE and Luciana Vaccaro, the Board Member of Innosuisse discussed concrete measures to create better framework conditions for participation of UAS in future EU funding programmes and addressed the importance of the future skills.

‘Technological and digital development as well as the changing nature of the very essential of what is learning and studying lead to the need of different types of skills, and UAS are very well placed to respond to this need’- highlighted Stéphane Lauwick, President of EURASHE.

This was the second biannual Conference organised by UAS4EUROPE since its creation in 2016.

Apprenticeships: a smart way to implement Knowledge Management

The 2015 version of ISO 9001 Quality management systems (ISO, 2015) brought into the table a new clause with requirements regarding Knowledge Management, as this is nowadays considered a cornerstone of an organization’s ability to meet customer requirements and continuously improve customer satisfaction, thus assuring business sustainability in the long term. These knowledge management requirements are also shared by other ISO management system standards, including the recently published ISO 21001 Educational organizations management system (ISO, 2018), where the new requirements make even more sense – after all it’s the educational institutions that are expected, by the society at large, to be on the base of the timely development of relevant knowledge (through research) and of its transfer into the market (through their study programmes).

However, in a fast-pacing changing world, most companies struggle to keep their organizational knowledge updated, as that requires subjecting their staff to continuous life-long-learning without jeopardizing their efficiency. The right balance between keeping the staff on their work places and sending them to train is not easy to achieve and is particularly challenging for SMEs, considering their short workforce and the accumulation of jobs and expertise per employee. Furthermore, and on the other side of the equation, lie the educational institutions, who also struggle to keep up with the (constantly changing) market needs in terms of the skills their students are expected to master when entering the world of work.

But what if there was a way to overcome all these challenges, by allowing the continuous development of a company’s staff without having to apart them from their jobs and while assuring educational institutions updated information regarding market needs? There is: Apprenticeships.  And it’s a win-win game for everyone involved – business market, educational institutions, students and, consequently, the society at large,

So, how does it work?

By creating well-planned placements for apprentices, an SME can address internal skills’ gaps, assure the continuous development of their staff and prepare sustainably for the future. Apprentices bring fresh knowledge regarding the latest technical and scientific developments and, while being mentored to solve real problems in a real company, they put this knowledge into practice and transfer it to the staff. This results in better products and services, improved brand image and increased profits – and therefore, also in increased competitiveness and long-term sustainability for the organization.

By partnering with SMEs and offering work-based learning programmes, educational institutions create a direct communication channel with the business market which will allow a continuous flow of relevant and timely information regarding skills needs, which can be used to feed their research priorities and curricula development.

Apprenticeships are, therefore, one of the smartest ways of implementing effective and efficient organizational knowledge management – both for companies providing apprenticeship placements and for the education institutions providing the apprentices. And with the added bonus of resulting in less skills mismatch and less out-of-school unemployment in our societies.

Egas Moniz Higher Education School joins EURASHE as a Full Member

EURASHE members’ community is getting bigger – Egas Moniz Higher Education School from Caparica, Portugal became 63rd member of the organisation.

Egas Moniz, CRL is a reference in Health education in Portugal. The two institutions of the School, IUEM and ESSEM, currently have about 2 500 students and over 400 faculty members and can offer undergraduate, master’s and PhD degrees and other postgraduate courses in the health area. The mission of the institution: “dedicated to the advancement of knowledge, learning and education of students, at the service of the health improvement of global society in the 21st century”.

Currently, EURASHE has 63 members which represent more than 650 higher education institutions around the world. Last year EURASHE joined three new members from Germany, Kosovo and the Netherlands.

New EURASHE Member-HU University of Applied Sciences Utrecht

At its Board meeting on the 20th of February, EURASHE welcomes a new member organisation HU University of Applied Sciences Utrecht.

HU University of Applied Sciences Utrecht provides education for students and professionals aged 17-67. Currently, around 35,000 students, spread over 22 locations in Utrecht and Amersfoort, attend the programmes and courses. HU works in close cooperation with companies, institutions, educational partners and local and regional governments.

EURASHE invites its members to submit contributions for the UAS4EUROPE ConferenceBeyond Horizons. The future of applied research in Europe”, which will take place on 2 April 2019 in Brussels, hosted by the Representation of the Free State of Bavaria to the European Union.

This year’s UAS4EUROPE Conference will be a privileged occasion to discuss the role that Universities of Applied Sciences (UAS) have and should have in Europe and what we have to expect in the near future in the field of applied research.

As a founding member of UAS4EUROPE, EURASHE encourages you to contribute to the programme, by submitting two types of proposals:

EURASHE invites its full members to nominate the candidates for the election of two new Board members. The election will take place during the upcoming General Assembly on the 15th  May 2019 in Budapest, Hungary, one day before the 29th Annual Conference.

The newly elected members will take over Stéphane Lauwick and Ulf-Daniel Ehlers’ positions for a mandate of 2 years.

The nominated candidates shall submit the following documents:

  1. A vision statement on the strategy for EURASHE in the coming 2 years;
  2. A motivation letter indicating the willingness to accept the nomination and to assume the office;
  3. A CV with a photo;
  4. A letter of endorsement signed by the full member’s legal representative.

The Board member is expected to represent EURASHE within the given mandate and actively contribute to the policy agenda as well within the Working groups. Therefore, indication of preference to follow one or more topics within the EURASHE strategy might be indicated within the motivation letter.

Immediately after the election of the new Board members, the full Board will convene and seek the candidacy within its members for the positions of President and  Vice-President. The General Assembly will then elect, from the candidates, the President and the Vice-President of EURASHE, for a 2-year mandate.

EURASHE invites to the Reversed Peer Learning Activity on Learning & Teaching in Warsaw

EURASHE together with the Conference of Rectors of State Schools of Higher Vocational Education in Poland (KRePUZ) are inviting to the Reversed Peer Learning Activity: Learning & Teaching in Professional Higher Education (PHE) which will take place on the 8th of March in Warsaw, Poland.

The event will reflect the Polish national policy debate on learning and teaching agenda within professional higher education with emphasis on the following issues:

  • Future challenges of the labour market
  • Digitalisation and digital transformation of PHE institutions
  • Integration of academic and profession-oriented elements into programmes of PHE, learning outcomes and transversal skills and competences
  • Learning methodology supporting professional character, work-based learning elements and links between students’ learning and research activities

The event will also provide a space for a mutual sharing of views within the small groups on the aforementioned topics.

A reversed peer-learning approach allows EURASHE to support its members’ discussions on role and various aspects of mission of PHE, on Bologna process and their reflection in national policies. It builds upon a national report with key issues and concerns. The concept is based on a national background document indicating key issues within the specific area selected by the hosting organisation (most likely the national association of institutes of professional higher education), their reflection from the view of international experts and workshop discussions among the local and international participants.

Expected scope of the event is about 30 participants bringing together representatives of professional higher education from the country and abroad.

EURASHE President Stéphane Lauwick: UAS Should Strongly Promote Their Own Way Of Serving Their Communities

On 29 January, the University of Bragança in Portugal with the support of EURASHE member Portuguese Polytechnics Coordinating Council held a Symposium on “Internationalisation and Competitiveness of the Polytechnic Higher Education System” which gathered national participants to discuss the policies of internationalisation and competitiveness of the Polytechnic Higher Education system at the teaching, research and international strategic levels.

EURASHE President, Stéphane Lauwick took part in the roundtable debate and addressed the challenges and opportunities that Universities of applied sciences (UAS) face in their role in the regions.

He said: EURASHE has given a lot of thought to globalisation and to the issues of Learning&Teaching and Research 4.0 in the past years. Our members’ experience shows that in order to be relevant today and be able to compete in an international environment, UAS have first of all to know their strengths very well and not compete with excellent universities, and instead promote their own way of serving their communities. He added: ‘The more we reflect on how to address the challenges of the time, the more we realize we have to put the Human at the centre of our endeavours. And that means concentrating on the relationships, the links between UAS and their stakeholders. It also means to be agile in responding to their fast changing environments: including students in research activities from the Day One, linking their Learning to their Research, finally, switching from a purely disciplinary approach to a competence-based approach when designing courses.

Mr Lauwick also stressed the importance of being inventive and creating knowledge transfer centres, finding alliances with other actors in the production and the use of knowledge.

The Symposium took part in the context of important events regarding UAS in Portugal: in 2019 Portuguese Polytechnics celebrate 40 years of existence. Also, recently enacted national legislation recognized the capacity of Polytechnics to award students with PhD degree as recommended by the OECD report ‘Review of the Tertiary Education, Research and Innovation System in Portugal’.

Portuguese Polytechnics Coordinating Council has been a EURASHE member since 2005.

New project and survey on equity, diversity and inclusion. Deadline: 15 February

EURASHE partners the European University Association (EUA) and the European Universities’ Continuing Education Network (EUCEN), supported by the European Students’ Union (ESU), are launching a new project on “Strategies towards Equity, Diversity and Inclusion at Universities” (INVITED). The first milestone is an online survey to higher education institutions open until 15 February 2019.

As our societies change and become more diverse, universities are asked to be more open and inclusive. In Europe, increased migration has contributed to more cultural diversity – and more awareness on the topic. Social diversity and inequality are hotly debated in the wake of the economic crisis, ongoing globalisation and accelerated labour market changes. At the same time, gender equality continues to be an issue in several areas. Also, universities need to find ways to enable participation of people from various backgrounds, including those that are traditionally less represented in higher education. Politically the topic is gaining importance with ministers reiterating their commitment at the 2018 Bologna Ministerial Conference in Paris to strengthen the social dimension of higher education and further national strategies.

The project

Against the backdrop of these developments, the INVITED project aims at supporting universities in developing and implementing institutional level strategies towards equity, diversity and inclusion. Furthermore, it seeks to facilitate a dialogue between relevant stakeholders at system level with a view to ensuring appropriate regulatory and funding frameworks that enable universities to fulfil their social responsibility.

How to get involved

In the next couple of years, there will be a number of opportunities for university leaders, managers and practitioners to become involved in project activities such as the survey and follow-up interviews, European level peer learning seminars and system level policy dialogue events. The project outcomes should inspire them in their own work at institutional level and provide input at policy level to the Bologna Ministerial Conference in Rome in 2020.

Boosting your company with Apprenticeships

Numerous studies by various European organizations highlight that small business are unable to find the employees they need to fill open positions, limiting opportunities for growth while raising costs. At the same time, Europe as a whole still suffers from relatively high unemployment – a phenomenon known as the skills gap. This means that the skills which the population currently hold, are not necessarily the skills employers need.

Solving this problem requires an approach made up of three pillars. First, educational institutions need to offer courses which teach the skills needed by the labour market. Second, areas where such skill-gaps exist need to be made attractive, so that students actually want to study and follow these subjects, and finally employers need to do their part to help students better prepare for the labour market.

For small and medium enterprises, one of the easiest way to contribute to lessening this skills gap is by offering apprenticeships, whereby they agree to host students for short periods of training within their company, giving students the chance to learn much-needed practical skills. While apprenticeships are clearly of value to students, they are also extremely valuable to your company. Research shows that apprenticeships boost profitability, boost employability and boost company image.

Profitability is boosted because apprentices add to your labour force, allowing your company to increase output, but also because they bring with them new techniques, skills and ideas which can allow you to improve quality.

Employability is boosted because apprenticeships improve your recruitment. Rather than issue a job call, and assess candidates based on CVs of dubious utility, apprenticeships give you the opportunity to test out graduates’ skills at the workplace and see whether they are a good fit for your company culture. Studies show that employees who join companies after apprenticeships remain longer with the company, get promoted faster and tend to be more efficient than people recruited through other means.

Finally, apprenticeships boost your company’s image by showing your commitment to growing your economic sector, helping young people and supporting local communities. Since apprentices also gain a lot out of their first job experience and your mentorship, they also tend to make great brand ambassadors for your product.

EURASHE contributes to the selection of new members of the Ukrainian Accreditation Council

Last week 22 new members of the National Accreditation Council (hereafter-Council) were selected in Ukraine. The newly formed Council marks the achievement of the Selection Committee work which was also comprised of E4 members-EURASHE, EUA, ENQA, and ESU.

The importance of the Selection Committee is considered to be significant since the former Accreditation Council had lost its credibility in the public eye and higher education sector due to its lack of transparency, integrity, and honesty. The current Selection Committee had a responsibility to set higher selection standards and nominate 23 members of the Council who fully meet the position’s requirements. One remaining place is planned to be filled in the upcoming months.

‘We learned that before anybody could have been accredited, even higher education providers offering services at the railway station. Therefore, our responsibility was not only to nominate candidates who are credible and eligible for the position but also bring back transparency and public belief in the mission and activities of the Council itself, – shares her impressions Assoc. Newly elected members of the Accreditation Council still has to be appointed by the Council of Ministers of Ukraine and undergo special training on quality assurance. The Selection Committee is appointed for the period until 2020.

EURASHE publishes a statement on the future of the European Institute of Innovation and Technology (EIT)

In view of the forthcoming revision of the Regulation establishing the European Institute of Innovation and Technology (EIT) and the adoption of its Strategic Innovation Agenda for the period 2021 – 2027, EURASHE expresses its support to the EIT’s efforts to integrate the knowledge triangle of higher education, research and innovation and, thus, to reinforce the Union’s innovation capacity and address societal challenges. Although certain progress has been made since the creation of the EIT, much more needs to be done to bring more concrete results and tangible benefits in the future.

In this context, the EURASHE calls for more and better opportunities for involvement of Universities of Applied Sciences (UAS) in the existing and forthcoming Knowledge and Innovation Communities (KICs). This call is motivated by the proven capacity the UAS have to connect with the real economy, in particular the SMEs, and the society. The close cooperation between UAS and companies is not only evident in their applied RTI-profile, but also in the profile of their researchers. Besides their specific scientific competences they also have the necessary practical experience in the respective professional fields, and the ability to adopt the entrepreneurial perspective and to convey this perspective to their students. In many places new business centres and SMEs’ incubators have been established, as well as office facilities and other services for students finding new businesses.

The EIT’s support and attention to the UAS will, therefore, have a multiplier effect on all components of the knowledge triangle. EURASHE is at the disposal of the EIT and the European Commission to facilitate the participation and the engagement of the UAS in the EIT’s activities, which at present are underrepresented.

EURASHE hosted a study visit for representatives from Asian universities

Last week EURASHE hosted a study visit organised by the TACTIC project in Brussels. Participants from various universities in Cambodia, Mongolia and Vietnam had an opportunity to learn better about the strategic management and activities’ planning of universities.

In the first part of the visit, participants received an overview of the activities of Brussels based organisations’ EURASHE and European Student Union and had an opportunity to learn about the Bologna Process and Paris Communiqué  which were presented by Michal Karpisek, Secretary General of EURASHE.

In the following days, participants met with representatives from Thomas More University in Mechelen and learnt about practical university’s experience of the implementation of a merger. Participants also visited UC Leuven Limburg University of Applied Sciences in Leuven where they had a chance to better understand the strategic priorities of the institution.

29th EURASHE Annual Conference: Call for contributions is open

EURASHE has launched a call for contributions for its 29th Annual Conference ‘Future Students. Future Universities. Future Jobs. Professional Higher Education in the changing world.’ The conference will take place in Budapest (Hungary) on 16-17 May 2019 and will be hosted by the Hungarian Rectors’ Conference (MRK) with the support of the Ministry of Human Capacities of Hungary.

We invite universities of applied sciences’ leaders, the entire community of professional higher education, European businesses, public institutions and European students’ representatives to attend the Annual Conference to share their experience and learn about trends, models and inspiring practices.

We welcome to submit two types of contributions:

  • Breakout sessions: Each interactive parallel breakout session would be attended by about 30 participants. The breakout sessions should be organised in an interactive way as workshops to encourage discussions between the participants. The structure can e.g. include an overview, followed by group discussions. We expect to accept about 8 proposals for this year’s conference. The length of the proposal: 90 minutes.
  • Good practice examples: 2-3 brief examples of good practice will be presented together within blocks parallel to breakout sessions. The length of the proposal: 30 minutes.

Presenting at EURASHE’s Annual conference allows to reach a wide audience and will give you visibility prior to and during the Conference. In addition, one reduced fee will be provided per contribution.

Apprenticeships at SMEs: How to work with a Professional Higher Education Institution (PHEI)

Embracing the apprenticeship culture and starting an apprenticeship scheme in a company is not difficult. However, it might not be very intuitive for an SME who has never done it before, so below are a few hints.

Focus on your needs

When you think of apprenticeships, you probably think of a way to help students acquiring skills by practising their theoretical knowledge. And that is true. However, it is only one aspect of it. Another being the knowledge they bring into you company and transfer into your staff. So, focus on that: What knowledge and skill gaps does your company face? What updated – or brand new – knowledge could benefit your business – both immediately and in the near future? Write it down in a list and reflect on it: in which department of your company would you integrate a person with each skill and knowledge you identified as needed/useful? What tasks – or challenges – would you give them? Write it down. This will give you an idea of the apprenticeship placements you can open.

Identify potential partners

Potential partners are educational organizations that can provide apprentices that match the apprenticeship placements you open. Look at your list of knowledge and skill gaps: In which kind of educational organization are these knowledge and skills taught? Which education level and technical/scientific area? In which study programmes? Write them down. Now think of the closer educational organizations and identify the ones that offer those programmes – as these are your potential partners. You might want to check their study programmes curricula to be sure they include the subjects you want. You can enlarge the geographic scope of the search as needed, as many apprentices are willing to relocate. If you face difficulties to find educational organizations, you can contact their national regulatory body or association and they will help you. You can also browse the Learn2Work database of educational organizations to find potential partners (

Get in touch and negotiate

Select the most suitable partners and contact them. Keep in mind both the interlocutor and the momentum are important. Browse their website – if they have a dedicated department to deal with apprenticeships, that will be your contact. If not, check if there is a department that seems to be dealing with communication and partnerships with the world of work. Another approach is to contact directly the Director/Coordinator of the study programme or the Lecturers of the subjects you’re interested in. You can contact them any time, but the best is to do it at the end of a given school year, so they can consider your placements when planning the subsequent year. Ask for a meeting, introduce your company – it might be a good idea to invite them to visit your facilities – and present the knowledge and skill needs you have identified. Discuss openly any concerns you have and how to address them. During the negotiations, be firm regarding your needs, but also flexible and open-minded to new ideas, as sometimes a potential partner might have a different proposal of knowledge and skills to offer you, which you have not thought about yet, but that can truly benefit your company.

EURASHE project on apprenticeships will help to find new talents easier

Numerous studies show that small businesses are unable to find suitable employees limiting their opportunities for a growth while raising costs. At the same time, Professional higher institutions (hereafter-PHE) not always think of Small and Medium enterprises (hereafter-SMEs) as potential partners to send their students for placements. Finally, Europe still suffers from relatively high unemployment – a phenomenon known as the skills gap. This means that the skills which the population currently hold are not necessarily the skills employers need. is an initiative of the SAPS project funded by the Erasmus+ Support for Policy Reform programme, realised in a collaboration among 10 members from different countries around Europe, including EURASHE. The aims of the project are twofold: to systemise the apprenticeship practices between PHEIs and SMEs, and re-shape the image of apprenticeship for SME with a multi-lingual promotional campaign.

 ‘We are very happy being involved in this project because apprenticeships are playing an increasingly important role for both – higher education institutions and the world of work and it is important that the right structures are in place to ensure that they equip people with the right skills.  During a period of 2 years of the project our organisation was also enriched with a knowledge and good examples on implementation of apprenticeships programmes that we are successfully adapting in other our projects like Mentortrain, SAT, SPRINT and ApprenticeshipQ’, – highlights Michal Karpíšek, Secretary General of EURASHE.

The project develops supportive materials for SMEs, while at the same time improving the procedures of PHE institutions go make them more open to apprenticeships One the examples, Apprenticeship Quality Toolkit which provides a hands-on, easy-to-use management tool for PHEIs and SMEs, to ensure the quality of the apprenticeships and a beneficial cooperation for all. The Toolkit follows a quality management system style approach and works in two directions: inside-in, by structuring the organisational processes for successful collaboration for apprenticeships delivery, and inside out, as a quality assurance tool for transparency.

EURASHE Annual QA Community of Practice Event Took Place in Eisenstadt

This week EURASHE invited Quality assurance practitioners to the Annual QA Community of Practice Event in Eisenstadt, Austria. Participants had an opportunity not only listen to the inspiring presentations on the future and importance of Quality assurance in higher education but also put theory into the practice by taking part in group workshops.

The first part of the event was opened by EURASHE Secretary General Michal Karpíšek and Georg Pehm, the CEO UAS Burgenland. The introduction session was followed by a presentation about UAS Burgenland and its quality management system and continued with Trends and challenges for PHE as regards QA by EURASHE expert Lucien Bollaert. The second part of the event participants discussed practical cases of QA in work-based learning and stakeholders’ engagement.

‘The interest in the event proves to us that these type of practical activities on Quality assurance are very awaited. The evaluation’s results show that more than 70 per cent of participants considered the event useful and an added value to the community development and for us, it’s a sign that we should try to gather together QA community more often’, – says Michal Karpíšek, Secretary General of EURASHE.

EURASHE welcomes two new Affiliate members

At its Board meeting on September 14, EURASHE welcomed two new affiliate member organisations: Wült Institute of Business and Technology in Berlin, Germany and University of Applied Sciences in Ferizaj, Kosovo.

The Wült Institute of Business & Technology strives to change and improve lives through higher education by enabling students to maximise their professional and personal potential. The institute’s faculties of Business and Technology provides student-centred support services that are personal, responsive and geared toward assisting students in achieving their educational goals. Caring, highly trained faculty and staff create innovative online educational programs with challenging curriculums that focus on affordable, quality instruction and promote life-long learning and success. Though Wült is firmly rooted in the European Union with an administrative office in Berlin and strategic business units in Malta and Estonia, the Institute has a global student body in more than 40 countries around the world.

University of Applied Sciences in Ferizaj (UASF), as the only applied science provider of the higher education public institution, was established on July 2015 by the Parliament of the Republic of Kosovo following a 40-year tradition of professional and applied science education as Faculty of Applied Sciences in Ferizaj, part of University of Prishtina. UASF is accredited by the Kosovo Accreditation Agency with an institutional accreditation as a University of Applied Sciences in Ferizaj. UAS indicates its mission to provide quality education, prepare qualified professionals and educated and responsible citizens, to develop a professional career and lead a productive life.

EURASHE invited Universities of Applied Sciences leaders to gather for the 4th time

Last week EURASHE invited Universities of Applied Sciences (hereafter-UAS) leaders to gather at the 4th UAS Leadership Forum in Brussels. This time, top UAS representatives had an opportunity to exchange views on various aspects on benchmarking higher education system, mission and role of UAS and practical issues of translating these into the EC driven European universities network initiative.

The first presentation by Gabriele Marconi, representative of OECD covered preliminary findings from the ongoing project on ‘Benchmarking higher education system’. UAS leaders had an exclusive opportunity to get first insights into the in-depth analysis of the HE systems performance with a focus on UAS role, its main strengths and challenges, conclusions how and why some higher education systems perform better in some areas than others. The presentation was followed by University college Absalon report containing conclusions on mapping a position and concept of Universities of Applied Sciences in the institutional landscape of higher education in the Netherlands, Germany, Norway, Sweden and Finland.

The second part of the Forum was devoted to the developing European university networks concept and Universities of Applied Sciences role within the initiative. Irene Hermans, a Head of Strategy Department of UC Leuven Limburg shared their practical experience in building a partnership for the upcoming European Commission’s ‘pilot’ call. Presentations were followed by informal discussions facilitated by the former EURASHE Secretary General Johan Cloet.

‘It’s essential for leaders of Universities of Applied Sciences to gather together and exchange views on current topics, discuss and search decisions together, finally – to network, which is crucial for building a strong UAS Leadership. EURASHE launched the UAS Leadership Forum to strengthen cooperation with the top leaders of universities of applied sciences in 2017. The purpose of the Forum is to mobilise community support within and beyond the higher education and to bring together presidents, rectors, vice-rectors, general directors of European universities of applied sciences and policy makers providing an excellent opportunity for informal discussions, influence on policies and networking.

EURASHE project seeks to promote innovative teaching methods in Israel

All too often, institutions of higher education invest in research at the expense of teaching excellence. Nevertheless, Higher educational institutions (hereafter – HEIs) need to invest in promoting innovative teaching that will meet the needs of today’s diverse students and enable them to address the challenges of a rapidly changing world.  Ideally, students should have a meaningful, relevant, engaging learning experience that challenges their preconceptions, encourages critical thinking, and equips them to initiate change in their communities.

TeachEx is an Erasmus+ Capacity Building project designed to promote and implement innovative teaching methods and approaches Israel. HEIs of Israel currently are witnessing major changes and challenges, which are rooted in economic, socio-technological environments that are part of the transition from an industrial to an information society with new societal demands. The importance of TEACHEX is its goal of retraining academic staff. However, the project targets not only faculty members, but also the students who will benefit from innovative teaching and learning and thus contribute to society at large. Another important formation which builds upon previous projects is the provision of tools towards the internationalization of education, like the use of learning outcome, comparable programs using ECTS, use of DS and etc. The project also attempts to develop a digital portfolio for teachers and create a tool for their self performance and their evaluation as part of the quality assurance system.

Over the course of the three-year project, TeachEx developed and enhanced Centers of Teaching Excellence in each of the partner institutions. In addition, training modules were developed on the following topics: project-based learning; diversity and accessible instruction; mobile learning; the lecturer as a producer of digital content; and design thinking for a meaningful learning. The project also facilitated an intensive “Train the Trainers” workshop which gave faculty tools and ideas to take back to their home institutions to use in training other faculty members.

The ultimate goal of TeachEx is to make sustainable long-term change in teaching which will benefit students and faculty. TeachEx aims to transform the way institutions of higher education approach teaching, so that students receive the excellent teaching that is so crucial to their education.

EQAF 2018: registration and call for contributions are open

Registration is now open for the 2018 European Quality Assurance Forum (EQAF), which will take place on 15-17 November 2018 in Vienna, hosted by WU (Vienna University of Economics and Business) and AQ Austria.

EQAF is the largest annual gathering of the European higher education quality assurance (QA) community. This year’s Forum will explore how institutions and QA agencies can build QA systems that encompass a broad range of activities, including learning and teaching, research, governance and administration, and service to society.

Registration information, the preliminary programme and practical information are now available on the EQAF website. The programme will be updated throughout the summer and you can stay up to date with the latest news by following @EQAF on Twitter. The deadline for the early-bird registration fee is 1 October 2018. After this date, late registration fees will apply. However, we encourage you to register as soon as possible as capacity is limited and registrations will be accepted on a first-come, first-served basis.

There is also an opportunity to contribute to the programme yourself by presenting a paper or delivering a workshop during the Forum. The call for contributions is open until 24 July 2018. It is an excellent occasion to share and discuss your own experiences with colleagues from across Europe. EURASHES presents a policy statement for the EHEA Ministerial Conference in Paris

EURASHE presents a policy statement for the The European Higher Education Area (hereafter – EHEA) Ministerial Conference which will be held in Paris on the 24-25 of May. EURASHE’s policy paper includes recommendations to ministers to release the full potential of professional higher education and, therefore, to:
  • Support Regional Engagement
  • Promote life-long learning
  • Recognise short-cycle Higher Education
  • Support innovation in learning and teaching
  • Recognise the role of learning and teaching
  • Respect and promote diversity within Higher Education

Besides that, EURASHE invites the other stakeholders to engage into more constructive dialogue and joint action in order to build a joint vision which enables Europe to progress on transforming higher education institutions into meeting 21st Century challenges and stakeholder expectations. EURASHE invites all the members of Professional higher education community to the ‘Summer cocktail event’ which will take place on the 13th of June at Erasmus university of Applied Sciences.

This EURASHE event will provide an overview of trends and developments in European higher education that should create a basis for further discussion on challenges, further priorities and initiatives. A Bachelor is a Bachelor: EURASHE releases a statement on Recognition of Qualifications


EURASHE (European Association of Institutions in Higher Education) released its position on the recognition of qualifications.  The statement responds to the EU’s public consultation on promoting the mutual recognition of qualifications and study periods abroad. This should serve for further EC recommendations within the discussion on European Education Area.

EURASHE holds the view that each level of the three-tier system including the Short Cycle Higher Education has a generic quality and value, irrespective the ‘status’ of the institution and the type of student. Therefore, the Association’s Statement includes 4 main arguments for further, effective implementation of instruments for easier recognition and enhancement of mobility of students and graduates within Europe.

  1. Automatic recognition. Countries which share common features should agree on mutual recognition of degrees and qualifications within the coming years in support of learning mobility and ultimately professional mobility. Yet the vision of automatic recognition across EHEA should be followed further.


  1. Alignment of access and admission procedures, also on the institutional level. There should be no distinction in principle between an academic and professionally orientated qualification as regards recognition: ‘A Bachelor is a Bachelor’.


  1. Cross-national cooperation and (international) mobility. There should be the full implementation of existing tools and instruments within the Bologna process at all levels as the main task for enhanced mobility and recognition. Also, we call for an enhanced support for capacity development and shared learning at institutional level.


  1. Full recognition of the ‘Short Cycle Qualification’. There should be a full adoption of the short cycle qualification as a specific, stand-alone qualification level within the Qualification Framework of EHEA and its recognition for the transfer to further levels.

EURASHE stresses that the concept of recognition is one of the key principles for students’ mobility within the European Higher Education Area (EHEA), graduates and labour force within EU. Smooth and easy recognition of qualifications, academic achievements and other learning make a part of the desired vision driving developments within the Bologna process.

Register for EQUIP Breakfast event and webinar

EURASHE together with other project partners invite to the final event of ‘Enhancing quality through innovative policy & practice (EQUIP)’ project on the 27th of February, 2018. The final project conference aims to gather about 100 participants to present the outcomes of the project activities.

The event will focus on the presentation of effective and innovative ways to use the revised ‘Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG)’ for all stakeholders of higher education (hereafter – HE) as a tool for the long-term quality enhancement in the European HE area. During the event it will also be presented the EQUIP Study and policy recommendations emerging from the project activities.

More practical side of the project will be present the following day during the webinar. The online session will include a presentation of the project results and topics like institutional responsibility and communicating about Quality Assurance. During the webinar, participants will also have the opportunity to contribute to the discussion and ask questions.

EURASHE will organise its 28th Annual Conference ‘Partnerships for a Digital Future – Strategic role of professional higher education for society‘ in Tallinn (Estonia) on 19-20 April 2018. 

The Annual Conference will be a two-day event hosted by the Estonian Rectors’ Conference of Universities of Applied Sciences (RKRN) with the support of the Ministry of Education and Research. The first day of the conference will focus more on the HE educational policies and academic issues and the second day will focus on the relevant policies and expectations from and partnerships with the businesses. 

It is aimed at universities of applied sciences’ leaders, the entire community of professional higher education, European businesses and public institutions and European students’ representatives to share their experience and learn about trends, models and inspiring practices.

EURASHE has launched a call for contributions and opened the registrations for its 28th Annual Conference titled ‘Partnerships for a Digital Future Strategic role of professional higher education for society‘. The conference will take place in Tallinn (Estonia) on 19-20 April 2018.
We invite universities of applied sciences’ leaders, the entire community of professional higher education, European businesses, public institutions and European students’ representatives to attend the Annual Conference to share their experience and learn about trends, models and inspiring practices.

UAS4EUROPE position paper on the 9th Framework Programme for Research and Innovation (FP9)

The voice of Universities of Applied Sciences for FP9

UAS4EUROPE has today published its position paper on the upcoming 9th Framework Programme for Research and Innovation (FP9).

UAS4EUROPE has the following recommendations for the European Commission in order to create an optimal successor programme of Horizon 2020:

  • Include Smart Partnerships for Regional Impact (SPFRI), which foster the collaboration between, universities of applied sciences, universities, RTOs, companies, regions and other public and private stakeholders with strong added value on the basis of excellence.
  • An increase of the budget to EUR120 billion for seven years
  • Keep the three-pillar-structure
  • Ensure better integration of Social Sciences, Humanities and the Arts (SSHA) and simultaneously the inclusion of broader themes relevant to UAS, such as social work and artistic research and design
  • Address problems and challenges with achieving genuine synergies with Structural Funds
  • Focus on all forms of innovation, from incremental to disruptive and breakthrough innovation
  • Make FP9 as simple as possible
  • Ensure a truly ‘open to the world’ FP9

Next to these recommendations, the position paper responds to the Lamy report. UAS4EUROPE supports the reoport in e.g. underlining the applications for the benefit of all (App), which is very much at the core DNA of UAS.

Although the FP9 public consultation is only expected at the beginning of next year, UAS4EUROPE believes it is vital to communicate these recommendations as early as possible, in order for the European Commission to be able to design an optimal FP9 programme together with the research and innovation community.

UAS4EUROPE is a joint initiative from EURASHEUASnetswissuniversitiesHochschule Bayern e.V. (supported by the Bavarian Research Alliance) and the Austrian FHK to promote the voice of Universities of Applied Sciences (UAS) in Europe in the field of applied research and innovation.

It will be organised in cooperation with Instituto Superior de Contabilidade e Administracao do Porto (ISCAP) and the Portuguese Polytechnics Coordinating Council (CCISP). The seminar continues the series of seminars EURASHE has previously organised on the topic of applied R&I.

The aim of the seminar is to present the current issues and new challenges within the regional cooperation between the higher education institutions and both the regional authorities and organisations and the regional businesses.

EURASHE at BFUG and the EQAR General Assembly

EURASHE president Stéphane Lauwick and Sercetary General Michal Karpíšek attended on 24-25 May the Bologna Follow-Up Group (BFUG) meeting in Gozo (Malta), hosted under the auspices of the Maltese Presidency of the Council of the EU and co-chaired by Malta and Norway.

The BFUG is the executive structure supporting the Bologna Process in-between the Ministerial Conferences, in order to ensure the implementation of the steps upon which the Ministers have decided and preparing the upcoming EHEA Ministerial Conferences and Policy Forum. The next conference will take place in Paris (France) on 23 – 25 May 2018.

As the Ministerial Conference of Paris is approaching, the BFUG discussions focus more on the preparation of the conference and on proposed decisions to be discussed and adopted by the Ministers of the European Higher Education Area. One of the key issues discussed at the meeting concerned the suitable and effective ways to address the lagging implementation of the key Bologna commitments by some countries and supporting them in further progress.

The BFUG meeting participants discussed the fundamental values of the EHEA and how those are or can be protected. Moreover, there was a thematic discussion on Innovative Learning Methods in Higher Education.

On 25 May, Michal Karpíšek also represented EURASHE at the General Assembly of the European Quality Assurance Register for higher education (EQAR), which took place as a satellite event of the BFUG meeting. EQAR members unanimously elected Karl Dittrich as EQAR President with a mandate from 1 July 2017 to 30 June 2020. EQUIP project focus groups explore QA challenges

The EQUIP project, led by EURASHE, has held a series of focus group events over the last three months for a variety of higher education stakeholders in order to explore their different perceptions on quality assurance (QA) and on how to approach some of the current challenges.

Within the project partnership, each of the European stakeholder organisations (ESU, EUA, EURASHE, EI and ENQA) organised different focus groups for their respective members; students, quality assurance practitioners in universities and institutions for professional higher education, academics and representatives from quality assurance agencies. Each group had wide-ranging discussions on the purpose of higher education and approaches to defining quality. In addition the discussions addressed some more concrete issues related to QA, many of which are linked to the expectations set out by the Standards and guidelines for quality assurance in the EHEA (ESG 2015).

Independently of the particular stakeholder groups, a number of common themes have emerged across the different focus groups. These include e.g. the impact of context on perceptions of higher education and QA, the gap between policy and practice, the need to manage information and communicate more effectively, and challenges around the implementation of student-centred approaches to learning and teaching. 

An additional focus group will be organised by EQAR for governmental representatives, later this autumn. The findings from the focus groups and other activities within the EQUIP project framework will be presented in a joint study published at the end of the project. The study will also include recommendations to specific stakeholders on how to take QA forward in the coming years.

EQUIP project (Enhancing quality through innovative policy and practice) aims to support higher education stakeholders in meeting the challenges arising from the introduction of the ESG 2015. The project is coordinated by EURASHE and also includes as partners EUA, ENQA, ESU, EQAR, EI, UiO and CCISP. The project is co-funded by the Erasmus+ Programme of the European Union. 

Expert policy recommendations on PHE from the second PROCSEE PHE Excellence Forum

The second PROCSEE project PHE Excellence Forum was held in Vis (Croatia) on 30 May – 3 June. The forum brought together around 40 experts from 12 countries around Europe to analyse good practice cases and to come up with a set of recommendations to tackle the challenges faced by the Professional higher education (PHE) sector in Central and Southeastern Europe.

The work of the project is organised around four thematic areas:

1) Alignment of PHE with regional, local and economic development strategies
2) Promotion of PHE in Responding to Skill Shortages
3) Organizing and Monitoring Student Placements in the World of Work
4) Personal Learning Environments in PHE

After the first PHE Excellence Forum last autumn, where the experts mapped and identified the main challenges facing the PHE sector in Central and Southeastern Europe, the project collected good-practice cases on how to tackle some of those challenges and their causes.

During the second PHE Excellence Forum in Vis, the project experts came back to the root-cause analysis and proposed a number of priorities, which would be addressable and would have an impact at national, regional and European levels. Having these main priorities in mind, the experts continued to identify from collected good practice cases the key success features to tackle the project thematic challenges. The results of the expert work fed into drafting a set of policy recommendations on how to tackle the main challenges within each theme. 

The main result of the second PHE Excellence Forum is a set of policy recommendations to addresses the challenges faced by the PHE sector in Central and Southeastern Europe. The policy recommendations will be available on the project website soon.

Workshop on Teaching Excellence, Brussels, 16 May

EURASHE together with colleagues of the TEACHEX project will organise a Workshop on Teaching Excellence in Brussels (Belgium) on 16 May 2017.

Teaching excellence demands more than expertise in a particular academic area. An effective teacher must be able to get students engaged and actively involved in their learning, and to address the diversity of students in the classroom. These teaching skills become increasingly important in today’s interconnected and globalized world. In response to these needs, higher education institutions in Israel and Europe joined and within the framework of an Erasmus+ TEACHEX capacity building project, developed modules to assist in promoting teaching excellence in higher education institutions in Israel, and, as a result, improve student learning in these institutions. This workshop will present issues related to teaching excellence and the various modules that are being piloted.

Statement of EURASHE on the legislative changes to the Hungarian National Higher Education Act

Due to the recent amendment of the Hungarian National Higher Education Act CCIV of 2011, which introduces changes to the status of institutions registered in non-EU countries, the status and continuation of the Central European University are in jeopardy. EURASHE has published a statement on the legislative changes. With the statement EURASHE wishes to express its strong concern about the situation and to express its solidarity with the Central European University. EURASHE would like to urge the Hungarian government to take into consideration the eminent academic role of the Central European University within the region. We hope that through mutual consultation both parties would be able to find a flexible and suitable way to reach an amicable decision, which would preserve the diversity of the higher education institutions and would guarantee the future continuing operation of the Central European University in accordance to the Hungarian accreditation and legislation.


European Citizens’ Initiative: More than Education – Shaping Active and Responsible Citizens

EURASHE encourages members and partners to support the European Citizens’ Initiative (ECI) “More than Education – Shaping Active and Responsible Citizens“.

This ECI campaign was initiated by a group of active and young people. By means of an ECI, the first-ever tool of transnational participatory democracy, they aim to raise awareness on the importance of citizenship education for the future of democracy in Europe. A democratic society relies on the citizens’ participation, shared values and capability of critical thinking. However initiators believe that currently European citizens are insufficiently educated in this respect.

Education plays an important role in developing the individual’s understanding of how the world works and the ability to critically evaluate that. Education in Europe is at the moment very divided, which creates a diverging understanding of our society. Coordination of education is essential for the cohesion and stability of society. Therefore, teaching the civic competences should be strengthened and coordinated throughout Europe. More intensive incentive measures are needed to support member states in their responsibility of providing the basic civilising tools needed to become a functioning member of a democratic diverse and open society.

The ECI calls on the European Commission to:

  • Set up a long term agenda for coordinating citizenship education among EU members states, so that global and European concepts and values are taught to citizens and the citizens are equipped with the competences to actively, responsibly participate in our democratic society.
  • Create benchmarks for civic education in Europe, based on long and short term goals. International organisations such as the Council of Europe are consulted for setting the goals and benchmarks, as well as civil society actors and education providers.
  • Organise periodic evaluation of benchmarks, including reports from ministries as well as civil society second opinions.
  • Provide support to empower member states to implement the suggested education elements, with dedicated working groups in the ET2020 and future frameworks.
  • Offer space for exchanging practises between education providers and authorities.
  • Strengthen financial support programmes for consultation and networking projects in civic education policy.

EQAF 2017: call for contributions

The 12th European Quality Assurance Forum (EQAF) will take place in Riga, Latvia on 23-25 November 2017 hosted by the University of Latvia. The Forum organisers, ENQA, ESU, EUA and EURASHE, are pleased to invite you to get involved in the Forum by proposing a paper or workshop.

Under the title of Responsible QA – committing to impact, this year’s Forum will focus on the need for quality assurance (QA), whether aiming at accountability or enhancement, to be carried out in a transparent and responsible manner. This means finding ways of responding to the needs and interests of internal and external stakeholders. EQAF 2017 will explore how this can be done in practice, examining issues such as communication, ethics and the concept of change in QA.

During the Forum, paper sessions and workshops will provide space for more detailed discussions about research, policy initiatives and practical case examples related to current developments in QA. The Forum organisers are therefore seeking proposals for papers and workshops from QA practitioners in higher education institutions and quality assurance agencies, students, and researchers in the field.

These sessions are an excellent opportunity to share experiences and gain fresh perspectives from colleagues from across Europe. Selected contributions will also receive one reduced fee for attending the Forum. For more information about the call, please consult the EQAF website. UAS4EUROPE: giving the European universities of applied sciences a voice!

Universities of applied sciences (UAS) are well placed to participate in Horizon 2020 and FP9, but more can be done to improve their participation.

This is one of the conclusions of the first ever UAS4EUROPE conference in Brussels. UAS4EUROPE, a network of universities of applied science in Europe, organised this conference and brought together more than 200 researchers, policy-makers and rectors from 29 European countries. The conference consisted of a daytime event and a high level evening event.

The aims during the day were to learn, network and lobby, to discuss Horizon 2020, to understand how to prepare for a good proposal, and to find out what key ingredients are needed for a good participation of UAS in Horizon 2020 and beyond. The conference started with keynotes delivered by Friedrich von Heusinger, Representation of the State of Hessen to the European Union and Stéphane Lauwick, President of EURASHE, who is the current rotating representative of UAS4EUROPE, who applauded the excellent position of universities of applied sciences to act as regional connector and as excellent partner to deliver applied research.

Brendan Hawdon of the Directorate-General for Research and Innovation of the European Commission, discussed with the audience the process leading up to FP9 and shared some first results from the consultation on the midterm evaluation of Horizon 2020. Stakeholders wish a continuity with Horizon 2020 (‘an evolution, not a revolution’), the societal challenge-based approach and support including both research and innovation into one programme. Questions for the future are still open regarding the use of grants and loans, large and small consortia and the role of for example disruptive innovation and also defence research. After Hawdon’s presentation, Virginia Puzzolo of the EC’s Research Executive Agency (REA), provided practical tips about preparing a Horizon 2020 proposal. These tips included that applicants should be specific in their objectives and expected impacts as well as clearly demonstrate how they aim to implement and sustain them.

Before lunchtime, a panel was convened with researchers, evaluators, representatives and coordinators from UAS and a SME. The panel discussed what needs to be done for UAS to participate well in Horizon 2020. There was broad agreement that Horizon 2020 is a suitable framework for UAS, but that mainly on the national and institutional level changes would have to be made. For instance, building up relevant networks, having good national support systems for information exchange and being able to read and understand calls properly were named amongst other challenges.

After lunch, parallel workshops were held with best practices on the themes of Health and Well-being; Environment, Food and Agriculture; Living and Working in the 21st Century; Energy and Climate Change; Enabling and Industrial Technologies, Digitalisation; Arts and Design to deepen the discussions and provide more networking opportunities for participants. 

Finally, the evening conference brought together a high level speaker panel. UAS4EUROPE had the honour to welcome State Secretary Bernd Sibler of the Bavarian State Ministry of Education, Science and the Arts, who was so kind to host the network in its beautiful premises. In his welcome statement, he mentioned to be an active supporter of the UAS and believes it has a pivotal role to play in Horizon 2020. So did Keith Sequeira from the Cabinet of European Commissioner for Research, Science and Innovation Carlos Moedas. He very much welcomed the work UAS4EUROPE does and appreciated the contribution delivered to the European Innovation Council (EIC) and the statement on the mid-term evaluation of Horizon 2020. The evening was wrapped up with a panel discussion on forging Smart Partnerships For Regional Impact: how to work together with UAS in Horizon 2020 and beyond? For this panel, next to State Secretary Sibler, Luciana Vaccaro from the University of Applied Sciences Western Switzerland (HES-SO), Armando Pires from the Portuguese Polytechnics Coordinating Council and Talita Soares, from the European Association of Research and Technology Organisations (EARTO) were invited. There’s a strong belief of ample opportunities for collaborating with UAS. The participants were sympathetic to the idea of the Smart Partnerships for Regional Impact (SPFRI), an idea which UAS4EUROPE will further elaborate in the coming months. Soon UAS4EUROPE will also launch a survey on FP9 to gather input from the UAS.

Review of the 2006 Recommendation on Key Competences for Lifelong Learning

The European Commission has launched on 22 February 2017 a public consultation which will run until 19 May 2017 with a view to updating the 2006 Recommendation on Key Competences for Lifelong Learning.

This review will seek to determine which skills and competences young people need to acquire to succeed in the job market and in life, with a particular focus on entrepreneurship education. The review was announced in the Commission’s New Skills Agenda for Europe adopted in June 2016. The goal is to develop a shared understanding of key competences needed (from reading and writing,  horizontal skills to digital competences) and to further foster their introduction in education and training curricula. The revision will also provide support for better developing and assessing these skills. Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics said: “Today, young people need a broader set of competences to find fulfilling jobs and become independent, engaged citizens who contribute to society. Education and training have a crucial role in enabling young people to develop these competences, giving them the best possible start in life. Participating in this public consultation gives educational authorities, policy makers, practitioners and citizens the chance to define what key competences are necessary for personal fulfilment and development, active citizenship, social inclusion and employment.” The Recommendation on Key Competences contributes to the development of quality education and training tailored to the needs of European societies and will now be reviewed to reflect political, social and technological developments since 2006.

Social Policy in the EU — Reform Barometer 2016: Social Inclusion Monitor (SIM) Europe

Many EU member states are failing to overcome the most urgent socio-political challenges. According to expert opinion, there is a large gap between the reforms required and those actually implemented, particularly when it comes to the education sector and the integration of foreigners. These are the main results from the Bertelsmann Stiftung’s EU Reform Barometer. This study was based on a Europe-wide survey of experts, in which over 1,000 social scientists took part, including experts involved in EURASHE/professional higher education. Socio-political reforms were analysed from five different angles: poverty, education, the labour market, social cohesion and non-discrimination, and health.

According to the social scientists consulted, there has been a considerable need for reform in all five of these areas. The largest gaps are seen in education, where only a third of the required reforms have been addressed. When it comes to the integration of foreigners, researchers have also given members states poor marks. The most pressing problem here is the fight against poverty.

The Reform Barometer has been developed by the Bertelsmann Stiftung in cooperation with Bernd Marin of the European Bureau for Policy Consulting and Social Research Vienna, and Christian Keuschnigg at the University of St. Gallen. It is part of the Bertelsmann Stiftung’s “Social Inclusion Monitor (SIM) Europe” project, which regularly carries out evaluations of opportunities for social participation and reform policies in the 28 member states of the European Union.

Key Considerations for Cross-Border Quality Assurance in the European Higher Education Area

EURASHE in collaboration with ENQA, ESU, EUA and EQAR has published an informative document on ‘Key Considerations for Cross-Border Quality Assurance in the European Higher Education Area’.

The development of the European Higher Education Area (EHEA) through the Bologna Process has contributed to an increase in cross-border exchanges and cooperation in higher education, including in quality assurance (QA). In the Yerevan Communiqué (2015) ministers in charge of higher education in the EHEA committed to allowing “higher education institutions to use a suitable EQAR registered agency for their external quality assurance process, respecting the national arrangements for the decision making on QA outcomes”.

In this context, cross-border QA refers to external QA activities of a QA agency carried out in a country other than the one in which it is based or primarily operates. For higher education institutions, this may be a voluntary process or part of the national mandatory external QA.

ENQA, ESU, EUA, EURASHE and EQAR have therefore developed these ‘Key Considerations for Cross-Border Quality Assurance in the European Higher Education Area’ intended to provide information and support to higher education institutions and QA agencies that engage in or consider engaging in cross-border QA activities within the EHEA.

This group will provide a platform for discussions on the topic of QA in European higher education. It serves to connect the European QA community and is a place to exchange practice, discuss current issues and share ideas.

This group will be of interest to those responsible for and working on QA in higher education institutions, students, QA agency staff and researchers working on higher education or the QA field.

Call for Experts to join the SAPS project – Supporting Apprenticeships between Professional Higher Education & Small and Medium Enterprises

The SAPS project stands for Supporting Apprenticeships between Professional Higher Education & Small and Medium Enterprises, and aims at improving the perception of SMEs of the benefits of engaging interns/apprentices from professional higher education (PHE) institutions; lowering the barriers to cooperation between PHE institutions and SMEs; and establishing more regular and structured cooperation between the umbrella organisations for PHE and organisations representing SMEs.

The first phase of the project focuses on ‘Supporting SMEs new to internships/apprenticeships’, and will be developed in cooperation with 10 European experts. The overall aim is to:

  • provide guidance to SMEs as to how to provide an effective learning experience for interns/apprentices and a productive work experience for the enterprise;
  • create guidelines for managing interns/apprentices with disabilities and/or special needs;

And that way:

  • assist SMEs in setting up an internship/apprenticeship scheme in collaboration with professional higher education institutions;
  • assist SMEs with the process of on-boarding interns/apprentices;
  • ensure a productive work experience for the enterprise;
  • manage interns/apprentices with disabilities and/or special needs.

Profile of experts

In order to bring different perspectives and expertise in the expert team, we are looking for experts from:

  • Professional higher education institutions;
  • Organisations representing SMEs;
  • SMEs;
  • Experienced professional in supporting students with disabilities.

Conditions and Application Process

Experts will be selected through an open call for applications. Selected experts will receive a gross honorarium of €4.000 as well as coverage of travel and subsistence costs to the expert meeting in Brussels.

PROCSEE report: Policy Challenges for Professional Higher Education in Central and South-Eastern Europe

EURASHE is a partner in the PROCSEE project on Strengthening Professional Higher Education and VET in Central & South Eastern Europe. The project has now published its first Policy Challenge Statement for Professional Higher Education in Central and South-Eastern Europe, which is the result of extensive expert work through the project national and international expert networks.

The statement focuses on the four main project themes:

  • Alignment of PHE with regional development strategies
  • Promotion of PHE to respond to skill shortages
  • Organising and monitoring placements in the world of work
  • Personal learning environments in PHE

In the first stage each country participating in the project organised a half-day seminar, assembling their respective national excellence committees, which performed a SWOT analysis of the state of the PHE sector in their respective country. The goal of the project work is to build an ‘ideal-type’ scenario for PHE in their country for the following years and to identify barriers which may hold them back from achieving these scenarios.

The discussions of the national excellence committees were then summarised into national priority challenge statements, which were compiled as a follow-up for the HE Excellence Forum of 28 September-1 October 2016 in Logarska Dolina, Slovenia. The forum brought together around 40 European experts across all the four thematic areas of the project with the aim of identifying the shared national, regional and European challenges and to bring together the overall problems/challenges and symptoms for the theme as a whole. Following this, the experts refined the problem definitions, prioritised the root causes, and summarised them in the final two chapters of the policy statement, which was then validated online with all experts who participated in its formulation. The Erasmus+ mid-term evaluation will assess the effectiveness of the Erasmus+ actions to achieve the programme’s objectives and evaluate the efficiency of the Programme and its European added value. The report produced will also address the Programme’s internal and external coherence, the continued relevance of its objectives, and the scope for simplification, as well as assess the long-term results and impact of the predecessor programmes (Lifelong Learning, Youth in Action, Erasmus Mundus, ALFA, Tempus, Edulink, Sport preparatory actions).

EURASHE has joined the Lifelong Learning Platform’s Coalition built to advocate towards members of the European Parliament and colleagues from the European Commission. This Coalition wishes to strengthen the voice of European civil society organisations and education representatives and present our needs and recommendations for further implementation of the Erasmus+ programme to decision makers.

In the first round of consultations, many of our concerns have been taken into account by Members of the Parliament in the Parliament Implementation Report. These include, among others, our calls:

  • For less bureaucracy
  • For more flexibility
  • For enhanced involvement of civil society
  • For the transparency of data on the quality of the successful projects
  • For a clarification of the programme guide
  • For the simplification of application procedures
  • For an in-depth analysis to reach better balance over- and underfunded parts
  • To define the Student Loan guarantee
  • To make the programme more inclusive and accessible
  • To ensure the lifelong learning dimension of the programme and cross-sectoral projects
  • For more funding for KA2 applications
  • To improve IT tools
  • To set common quality standards


The LLLPlatform’s Erasmus+ Implementation Survey 2016

After the success of the 2014 broad public consultation and the 2015 Erasmus+ implementation survey, the Lifelong Learning Platform launched the 2016 Erasmus+ Implementation Survey on 7 July. For this Erasmus+ survey, the numbers are impressive: 734 responses were received from applicants in 32 countries – all 28 EU Member States and Iceland, Turkey, Norway and the Former Yugoslav Republic of Macedonia. The purpose of this survey was to evaluate how the third round of applications for the Erasmus+ programme was experienced by the beneficiaries. The consultation was closed on 15 of September. 2016 The survey report presents a summary of the respondents’ assessment of the Erasmus+ Programme implementation in 2016.

EQAR is looking for a president, call open until 7 March

The European Quality Assurance Register for Higher Education (EQAR) is looking for a suitable individual to fill the position of President for the term 1 July 2017 – 30 June 2020.

EQAR is the independent non-profit organisation managing the register of quality assurance agencies operating in compliance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). EQAR serves the public interest and is governed jointly by European governments and stakeholder organisations, including EURASHE. As a founding member, alongside EUA, ENQA and ESU, EURASHE is a member of EQAR’s Executive Board and of its General Assembly and nominates two experts to the Register Committee.

The President is elected by the EQAR General Assembly, comprising the European stakeholder organisations and currently 38 European governments, represented by their ministries responsible for higher education.

The call for candidates, explaining the nature of the position and the selection criteria, has now been published. The Selection Committee invites individuals to declare their candidacy. The closing date for candidacies is 7 March 2017, 24:00 CET. The Selection Committee will propose up to two suitable candidate(s) for election by the General Assembly. The candidate(s) proposed is/are expected to present themselves in person to the EQAR General Assembly on 24 May 2017 (in Gozo, Malta).

Announcing a EURASHE community of practice: quality of higher education

After several years concentrating on policy developments and activities on the system-level, with the revision of the ESG for example, EURASHE will extend its work to provide more direct practical support to members and HEIs in Europe.

Such activities since 2012 have already included seminars on quality assurance and the sponsoring of the Manual for IQA. But to be more practical and provide more support to members, as requested by them, EURASHE aims to develop communities of practices in the coming years.

In 2017 EURASHE will launch a community of practice centred on the area of quality of higher education. It will be the cornerstone of its further practical support to colleagues in institutions.

A community of practice centres around a “group of people who share a concern or passion” for a common topic “and learn how to do it better as they interact” (for more on the concept of communities of practice see Such a community is defined by three characteristics: its ‘domain’, ‘community’ and ‘practice’.

We aim to propose a EURASHE community of practice: quality of higher education:

  • Addressing the overall theme of quality of higher education, with a focus on various topics along the way as required by its members and recent developments in higher education;
  • Supporting a community of institutional actors, members of EURASHE, that have expressed their need for more exchange not simply with experts or events’ speakers, but with peers and colleagues from HEIs;
  • Providing opportunities for peer-learning, going beyond the traditional format of seminars and conferences and concentrating on the direct exchange of experience, expertise and learning between all involved.

Statement of UAS4EUROPE on the mid-term review of Horizon 2020

The UAS4EUROPE network has published a statement on the mid-term review of Horizon 2020 (H2020) Framework Programme for Research and Innovation. The joint statement by EURASHE, UASnet, swissuniversities, Hochschule Bayern e.V. (supported by Bavarian Research Alliance) and the Austrian FHK covers the UAS4EUROPE opinion on the overall design and structure of H2020, the funding instruments available, the Work Programmes, the submission and evaluation of proposals and suggestions for the outlook on the upcoming FP9.

In general UAS4EUROPE believes that there are many positive changes in the H2020; for the first time there is an integration of research and innovation activities and the H2020 has a clear structure along the three pillars of Excellent Science, Industrial Leadership and Societal Challenges. UAS4EUROPE would like to see such an overall structure maintained.

However, the UAS4EUROPE network would like work together with the European Commission to provide and develop more opportunities for better future participation of the Universities of Applied Sciences (UAS) in H2020. As one of the suggestions to increase the UAS participation in the future, UAS4EUROPE introduces the concept of ‘Smart Partnerships for Regional Impact’ (SPFRI), outlined in the UAS4EUROPE position paper, which would bring to the table e.g. the excellent UAS networks with regional SMEs and can serve as a means for ensuring that the projects have the required impact.

Special focus group on ESG 2015 for universities of applied sciences/PHE

EQUIP focus group on ESG 2015 challenges and innovative practices for universities of applied sciences/professional higher education

EQUIP_logo_nlEURASHE will organise a focus group in the framework of the EQUIP project in  Le Havre (France) on 30-31 March 2017 (lunch to lunch) in parallel to our 27th Annual Conference. The one-day focus group aims at verifying and further consolidating the evidence collected about the implementation challenges of the ESG 2015, sharing good practice, and discussing approaches to solving these challenges and their applicability in different contexts. Sessions of the focus groups will explore:

  • Challenges in meeting the expectations of the ESG 2015
  • Different approaches to quality with the ESG and other tools
  • Potential solutions and case examples

Participants will benefit from the opportunity to discuss in depth in small groups some of the practical challenges in dealing with quality assurance on a daily basis, and exchange ideas with peers from across Europe on how to approach these issues. The EQUIP project partners will use the outcomes of the focus group to develop a study examining the implications of the introduction of the ESG 2015, innovative approaches to their implementation, and recommendations to individual stakeholder groups.

Participation is free of charge but limited to 25 participants. For this reason participation is on invitation/validated expression of interest only. The organisers believe that participants with the following profile will benefit the most from taking part in EURASHE’s EQUIP focus group:

The UAS4EUROPE network, led by EURASHE, will organise an applied research daytime conference and an evening reception in Brussels on 15 March 2017. The conference is titled ‘Universities of Applied Sciences: Maximising Success in Horizon 2020 and Beyond – Learn! Network! Lobby!’ and will be co-organised with the Bavarian Research Alliance

The daytime conference is free of charge and aimed at applied researchers and EU (policy) officers working at European UAS. It will address the challenges UAS are facing when engaging on the European level, but also the chances international cooperation offers. Furthermore, it will provide interesting insights into the European Commission’s agenda for the coming years, practical tips on how to successfully apply for funding as well as many opportunities to exchange experiences with officials and other applicants. The programme will include keynotes by the European Commission, DG RTD and Research Executive Agency, a discussion panel and thematic workshops on applied research topics. The conference is followed by an evening reception on ‘Taking Universities of Applied Sciences (UAS) to the next level: How to optimally participate in Horizon 2020 and beyond‘. Workshop on ‘Discovering flexible pathways between VET and PHE’, Brussels, 8 December 2016

vetweek_logoBetween 5 and 9 December the European Commission is organising the first European Vocational Skills Week dedicated to improve the attractiveness and image of vocational education and training. As part of the week, EURASHE with colleagues of eucen, will organise a workshop on the permeability between vocational education and training (VET) and professional higher education (PHE). This workshop will especially focus on the challenges and opportunities for students’ progressions from VET to professional higher education.

As stakeholders of VET, EURASHE and eucen have a strong vested interest in the VET developments, especially considering gradually-blurring interface of VET and higher education. Therefore, the two networks find themselves in a special position to contribute to further discussions on the issue engaging not only VET providers, but a range of other stakeholders and partners. We continue with our commitment to further promote the discussion on VET/PHE permeability, flexible pathways, recognition of prior learning, work-based learning, continuous higher education and various forms of vocational training.

The workshop ‘Discovering flexible pathways between VET and PHE‘ in Brussels, on 8 December 2016 afternoon, during the Vocation Skills Week is a perfect opportunity to discuss these matters with an audience of relevant partners in the domain, both VET providers, world of work and public authorities.

The workshop will deal with concrete inputs and testimonies on flexible pathways between VET and PHE. It should focus on identifying the success factors and barriers from the different stakeholders’ perspectives for the permeability and flexibility between VET, PHE and continuing VET (CVET). The audience will be invited by the speakers’ statements and following interactive session to formulate 3 concrete recommendations to improve the permeability and flexibility between VET and PHE for a range of learners with diverse backgrounds and environmental contexts.

Mission of professional higher education

  • Our 27th Annual Conference organised on 30-31 March in Le Havre (France) will be our main event of the year, focusing on Professional Higher Education 4.0: A Change for Universities of Applied Sciences, providing information and support on the latest trends and developments to members and the wider higher education community;
  • The Leadership Forum, a newly established addition to the annual conference, will bring together institutional leaders addressing strategic development and funding of higher education;
  • An overarching policy paper on the identity of professional higher education will be prepared to promote the professional higher education- and universities of applied sciences-concept and address the challenges and obstacles on European, national and local level; a strategic policy session will also take place to feed into this work (29 March, Le Havre);
  • Good practices, case studies and bad practices will continue to be gathered to support higher education institutions and the wider higher education community in all topics relevant to their daily work;
  • University-Business Cooperation will remain an important focus through the UBC study;
  • The permeability of higher education and (higher) vocational education and training (VET) through policy development in Central and South-Eastern Europe will remain the main goal of the PROCSEE project;

Quality of higher education

  • Training and support on quality assurance will be provided through our seminar on quality assurance on 6-7 February in Brussels (Belgium) helping institutions in managing their quality with the latest practices and policies; further support to the higher education community will be available through the 12th EQAF (23-25 November, Riga);
  • A Community of Practice on quality will be launched for members, forming a group of practitioners interested and experienced in quality assurance to learn and exchange from one another;
  • Cross-border quality assurance will be put in focus with the finalisation of a paper on the topic with colleagues of ENQA, ESU, EUA and EQAR aimed at inspiring institutions, agencies and authorities to engage more in this aspect;
  • Innovative policy and practice for embedding the ESG 2015 as a tool for change will continue to be the focus of the EQUIP project, with the organisation of focus group workshops and the development of a policy impact study;
  • A self-reflection tool for professional higher education will be further developed with the BuildPHE project and will be accompanied by a training week on 6-10 February in Brussels (Belgium) for 12 institutions;

Modernising professional higher education

  • Excellence in teaching and learning will take centre stage in 2017: we will map challenges and gaps in the field, and organise a one-day workshop and a webinar further focusing on digital competences; in addition the TEACHEX project will continue to work on the subject with colleagues from Israel;
  • To support the development of work-based learning, EURASHE will initiate an expert group and will organise a webinar and a round table; the activities of the WEXHE project on integrating entrepreneurship and work experience into higher education will also contribute to it;
  • Supporting apprenticeships between professional higher education and SMEs will be the topic of the SAPS project, intending to develop support systems for SMEs in Europe in acquiring quality apprenticeships;
  • Sharing good practices in employability will take place through a peer-learning activity for national authorities through the INTELEC project;
  • International cooperation will also be in focus through the TACTIC and HUMERIA projects;
  • The EHEA/Bologna reform process will continue to be on the agenda of EURASHE, through its participation in the BFUG meetings, Board, advisory and working groups;
  • Cooperation with higher vocational education and training (VET) will also be addressed through the BEEHiVES project;
  • Learning outcomes and their assessment will continue to be the focus of the CALOHEE project;
  • workshop on the modernisation of higher education will be organised (16 June, Brussels) to further see how higher education can support the aims and goals set in EU/EHEA policies and strategies;

Research, development and innovation

  • The role of universities of applied sciences in applied research will be the focus of the newly formed UAS4EUROPE network that will conduct a mapping of applied research, development and innovation activities in European universities of applied sciences;
  • Skills development of researchers will be the topic of a conference organised on 15 March in Brussels (Belgium), at the same time advocating for more recognition of applied research;
  • Universities of applied sciences’ role in regional development and knowledge exchange will be addressed through the publication of a report and the organisation of a round table, promoting the cooperation between universities of applied sciences, the world of work and regional authorities;

The TACTIC project is looking for Experts

TACTIC_logoThe project ‘Through Academic Cooperation towards Innovative Capacity’ (TACTIC) aims at developing the capacities of higher education institutions (HEIs) in Mongolia, Vietnam and Cambodia to modernise the universities’ management, and improve the services and procedures in line with the advanced EU standards. This objective is achieved by:

  • Mapping the best practices in Europe, and preparing recommendations and guidelines for the South East Asian (SEA) partners
  • Mentoring the human resources, financial departments and student support staff focusing on middle and top management
  • Introducing the management information system to support the implementation of new practices
  • Establishing advisory offices, and promoting capacity building and staff training activities
  • Performing in-depth analysis of the current situation followed by reviews and further recommendations of the participating EU partners

The project is raising awareness and understanding of the target-area policies and practices at national and institutional levels, disseminating them through various presentations, events, and trainings throughout the course of this project. In addition, TACTIC provides a framework for upgrading management practices and policies, and assists with applying the established know-how and proven models to other less advanced HEIs in the South East Asia region.

After assessing the current state of higher education systems in Mongolia, Vietnam and Cambodia, next stage of the project focuses on developing training modules in the areas identified as crucial for further development of South-East Asian higher education institutions, namely:

  • Human resources management
  • Financial and administrative management
  • Student admission and student support services

Therefore, the TACTIC project is looking for European experts experienced in one of the above mentioned fields.The trainings are taking place in March 2017, and will take place consecutively in all 3 countries, requiring experts to visit all 3 of them in one travel. 


The experts will be expected to:

  • Prepare a training module on one of the above mentioned topics, in duration of 1-2 days;
  • Deliver a training in 3 partner countries in March 2017, with each training being attended by staff members of several higher education institutions;
  • Prepare a light questionnaire as a preparation to the training, in order to be aware of the participants’ current understanding of the issue.

Expert’s Profile

The selected expert must be able to demonstrate:

  • Practical experiences with the chosen subject, proven by previous experience in the field;
  • Previous experience in providing practical trainings;
  • Significant engagement in the international environment, demonstrated through participation in international conferences, projects, associations etc.
  • Good English language skills.

Conditions & Application Process

Experts will be selected through an open call for applications. Selected experts will not receive a financial contribution for their engagement. However, their travel and subsistence costs will be covered by the project, with the travel based on the economy class tickets.

Seminar on regional development, Bratislava, 6-7 December – REGISTRATIONS OPEN

The registrations for EURASHE’s seminar on regional development in Bratislava (Slovakia) on 6-7 December 2016 have now been opened.

The aim of the event, titled ‘Higher Education as a Driver of Regional Development – Applied Sciences & Research within Diversified Higher Education Systems and Their Role in Knowledge Exchange and Regional Development’, is to:

  • Generate discussion and ideas on how to further develop the knowledge exchange including applied research and learning needs reflection in cooperation between European higher education institutions and various regional actors
  • Showcase good practices from different European countries regarding regional cooperation including students’ engagement
  • Share and discuss experiences and expectations from different sides; higher education, businesses and students. Exchange ideas on priorities for regional-focused activities between the European and Slovak actors in order to promote a networking platform and further cooperation of the seminar participants
  • Based on the workshop discussions, draft conclusions regarding challenges and possible approaches to addressing regional knowledge exchange and a role of higher education at European, as well as Slovak level

The event presents the key topics of regional cooperation from the European perspective, but simultaneously also presenting the specific Slovak aspects within the regional development.

Regional Challenges facing PHE discussed at the first PROCSEE Excellence Forum

PROCSEE_logoThe first Professional Higher Education (PHE) Excellence Forum was held from 28 September to 1 October 2016, in Logarska Dolina, Slovenia as part of the PROCSEE project. The forum brought together about 40 experts from 12 countries around Europe to discuss challenges facing the PHE sector in Central and South-Eastern Europe.

The event is a direct follow-up to the meetings of the PHE Excellence National Committees which were held between May and September 2016 in each of the participating countries of the project. The forum tackled four PROCSEE thematic areas: Alignment of PHE with regional, local and economic development strategies; Promotion of PHE in Responding to Skill Shortages; Organising and Monitoring Student Placements in the World of Work; and Personal Learning Environments in PHE. Experts shared and identified national, regional and European challenges and later conducted a root case analysis, so as to understand the factors which lead to the perpetuation of barriers.

The final observations from the forum were that while PHE is a sector full of latent potential and the sector faces few active barriers, PHE is caught in a cycle of middle-expectations whereby it wishes to be considered a more important regional stakeholder, but is unwilling to take the lead in establishing its position without incentives and support. Another observation that was pointed out was that of insufficient recognition of the value of a ‘sector’ with its own ‘voice’ and that PHE misses (the tools for) a narrative.

In the coming weeks, a ‘Policy Challenge Statement’ will bring together all the work that has been done at the event, highlighting the main challenges facing PHE in the region, together with the root causes that need to be addressed to move forward on those challenges.

Following this the project will begin a process of collection of good practices, so as to identify successful policy interventions which have been applied to address the identified challenges anywhere in the world, and assess the possibilities for adapting the approaches for use in the specific situation of the Central and South-Eastern European region.

Managing your institution’s quality with the latest practices and policies: Join us in Brussels (Belgium) on 6-7 February 2017

EURASHE is announcing the organisation of a seminar on quality assurance with the Belgian Academie de Recherche et d’Enseignement Superieur (ARES) in Brussels (Belgium) on 6-7 February 2017.

This 2-half-days seminar is intended to inspire institutional management, as well as staff members, and all stakeholders who are managing, coordinating and involved in quality in higher education institutions. We aim to bring together a ‘community of practice’ of quality managers and quality officers, as well as vice-rectors/vice-presidents for quality.

Each participant will be offered one copy of Lucien Bollaert’s Manual for Internal Quality Assurance in Higher Education, which is meant to be an inspirational guidebook. In addition to this publication, participants will be able to join some of the 12 proposed breakout sessions on the latest practices and policies. To involve even more our hosts, 4 sessions presenting practical experiences will be offered in French. The seminar will be concluded by an ‘Oxford’ style debate proposing two very distinct views as to the future of quality assurance in Europe.

European study into University-Business Cooperation – Opinions sought

Whether you have been involved in higher education-business cooperation or not, we request your participation to ensure its success and to be able to develop policy to encourage and support collaboration.  The survey is set to be the most comprehensive ever undertaken in Europe on this topic, involving over 3,500 higher education institutions and 1,000 businesses.

EURASHE strategic survey for universities of applied sciences – have your say!

EURASHE formally represents universities of applied sciences and other colleges and schools of professional higher education towards the European institutions and within the Bologna Process/EHEA. The views of members and important partners and stakeholders are the basis of our work.

In the context of the review of the Modernisation Agenda for Higher Education/ET 2020 by the European Commission, EURASHE and universities of applied sciences more widely are expected to provide significant input. The Board and General Assembly of EURASHE have therefore launched a strategic survey on our activities and expectations towards us, involving both members and important stakeholders. This survey is available at

Through this survey we are looking for contributions and feedback to review EURASHE’s priorities and build a new strategy for 2017-2020. In the longer term we would like to find new ways to communicate and involve members and important stakeholders, in formulating further the role of universities of applied sciences and other colleges and schools of professional higher education within higher education as a whole and within European society development.

No parts of the survey are compulsory and it should not take more than 10-15 minutes to complete it; we believe that the different questions do not require prior research.

Panel debate on ‘Synergies for Students’ Success’, Brussels, 11 October 2016

lll-week-2016As a part of the Annual Lifelong Learning Week organised by the Lifelong Learning Platform (LLL-P) in the European Parliament EURASHE is joining forces with the Erasmus Student Network (ESN) and the European University College Association (EucA) to host a panel debate on ‘Synergies for Students’ Success or the Added Value of a Multifaceted Higher Education’. Taking place on 11 October from 12.00 pm to 2.00 pm, the panel will bring together members of the European Parliament, European Commission representatives (DG Education and Culture and DG Employment) and civil society organisations, exploring how synergies between different actors can bring about results in terms of innovation and reform in European higher education.

A lively panel discussion will investigate various factors contributing to students’ success, in term of academic achievement, employability and active citizenship. EURASHE will bring forward our policy on employability, as well as the importance of professional higher education in supporting the development of graduates’ skills that are needed for a successful transition from education to the labour market.

This year’s debates will be linked to the topics of ‘Learning to Live Together’, ‘Flexible Learning Pathways’, and ’21st Century Skills’. From the Paris Declaration to the Skills Agenda and from employability to the integration of migrants, the Lifelong Learning Week will be an opportunity for policy-makers and educational stakeholders to gather and discuss various challenges that education systems face today, and try to anticipate upcoming ones in order to propose more sustainable lifelong learning policies.

EURASHE and UASnet cooperate with U-Multirank on applied research indicators

U-Multirank_logoUp until now there have only been few indicators and data included in U-Multirank on measuring applied research performance and the growing scope of research activities at universities of applied sciences (UAS). Among the 1,304 institutions included in U-Multirank, only 780 provided comprehensive data and a megre 80 of them are UAS across Europe.

In order to increase the participation and representation of UAS, U-Multirank invited EURASHE and UASnet as European applied research stakeholders to discuss and support the development of applied research indicators. The aim was also to highlight the high performance and increasing amount of UAS’ applied research activities in the ranking and in the fourth release of U-Multirank in 2017.

Stakeholder discussions were held together with U-Multirank in January 2016. They resulted in a pilot survey, which was sent to member institutions in different European countries for comments. The institutions were also asked to indicate in the survey if the proposed applied research indicators were valid, relevant for the users and feasible, in terms of availability of collected data at institutional or national level.

The feedback and suggestions gathered from institutions and stakeholders was incorporated with previous research conducted by U-Multirank. Two new experimental applied research indicators were developed, which will be tested in the 2017 ranking together with a new ready-made ranking on applied research activities to be published after the 2017 release.

The fourth release of U-Multirank will include a new question in the institutional questionnaire referring to the number of strategic partnerships the institution has. During the development phase this indicator seemed to be the most promising in terms of relevance and feasibility. Another new question will address ‘graduate companies’ to highlight the entrepreneurial orientation of the institution’s graduates.

The additional ready-made applied research ranking developed by U-Multirank focuses exclusively on applied research performance and is designed to draw attention to the achievements of UAS’ applied research in 2017.

CALOHEE project update


The CALOHEE project aims at helping find the answers to the following questions: do students enrolled in higher education around Europe develop the competences they need?, are study programmes delivering their promises?, and can we learn to compare students’ achievements in different countries in a meaningful way?

Participating higher education institutions in the CALOHEE project were invited at the end of April 2016 to complete two questionnaires: on typical degrees offered in the subject area concerned; on typical occupations obtained and held by graduates, and typical tasks performed in the setting of their professional life. The information collected serves as input for the report on the qualifications framework/reference points for each of the five subject areas involved.

On 17 June 2016 the second combined meeting of the CALOHEE Advisory Board and its Quality Assurance Board took place in Brussels. The meeting offered the possibility to evaluate and discuss the outcomes of the first general meeting of the project which took place a month before. The challenges regarding the preparation of assessment frameworks were also discussed.

Publication of the IDEAS final toolkit

ideas_final_reportEarlier this year, the IDEAS project working on ‘Effective Approaches to Enhancing the Social Dimension of Higher Education’ has been finalised. The results are presented in the final publication, which, when used together with the online toolkit, gives a great insight into existing practices ensuring access to higher education. The publication includes as well detailed analyses of the current situation regarding access, as well as a policy paper for future improvements.



EQAF 2016: registrations open

EQAF_logo_nlRegistrations are now open for the 11th European Quality Assurance Forum (EQAF), which will take place on 17-19 November 2016 in Ljubljana (Slovenia).

EQAF has been co-organised by ENQA, ESU, EUA and EURASHE since 2006 and provides a unique platform for the higher education and quality assurance (QA) communities to monitor, shape and anticipate developments in the field. The main purpose of the Forum is to foster a dialogue on QA that bridges national boundaries and leads to a truly European discussion on QA in higher education, and to create a common European understanding of QA through discussions and networking among different stakeholder groups.

The 2016 EQAF, entitled “Quality in context – embedding improvement, will be hosted by the Slovenian Student Union and the University of Ljubljana. Through a mix of plenary and parallel sessions, the Forum will combine presentations of current developments in QA with practice-oriented and research-based discussions that will take place in paper sessions and workshops. Specifically, EQAF 2016 will examine the different disciplinary, institutional and national contexts and cultures to which QA has to be tailored and will consider how policies and practices are adapted to respect diversity and remain fit for purpose.

The deadline for the early-bird registration fee is 3 October 2016. After this date, late registration fees will apply. However, we encourage you to register as soon as possible as capacity is limited and registrations will be accepted on a first-come, first-served basis. To register, please visit the EQAF website. Survey on a database of external quality assurance reports and decisions

EQAR_logoEQAR, the European Quality Assurance Register for Higher Education, has launched a survey on a database of external quality assurance reports and decisions.

EQAR’s mission is to enhance trust and confidence in European higher education by increasing the transparency of quality assurance. Thus, facilitating access to reports and results of external quality assurance procedures by registered agencies is at the core of its mission. As part of its 2015 Self-Evaluation Report and subsequent work plan, EQAR decided to study the feasibility of a database of higher education institutions and programmes that have been subject to quality assurance by registered agencies.

Objective and envisaged coverage: The objective of the database would be to allow users to identify whether a specific higher education institution has been subject to external quality assurance by any EQAR-registered agency (either at institutional level, or at one or more of higher education’s programmes) and to easily access the corresponding report(s). The database would include all external quality assurance reports by EQAR-registered agencies on higher education institutions and programmes in the EHEA, including all types of external quality assurance activities within the scope of the ESG (e.g. evaluation, accreditation, audit, review). For external quality assurance processes resulting in a formal decision (e.g. accreditation) this includes both cases with a positive or a negative result. Since both scenarios are covered by the ESG and thus by EQAR, the database would include both external quality assurance procedures that are part of the obligatory national external quality assurance system (e.g. accreditation linked to official recognition) and other, voluntary external quality assurance procedures (e.g. additional evaluation at the institution’s own initiative).

Functionality: In order to represent all higher education institutions in a comparable and fair way, irrespective of the external quality assurance system they are subject to, the starting point would be the institution. That is, the database would allow to search for an institution (by name, country or location), but not for individual programmes. The user would then be presented with a list of external quality assurance procedures which might be at institutional or programme level (incl. joint programmes). For each external quality assurance procedure, basic information and a link to the report (at the agency’s website) would be provided. For many institutions there will be several reports, e.g. an obligatory institutional audit, a voluntary institutional evaluation and a number of programmes with specialised accreditation. The database would provide basic information on the type of external quality assurance, so as to help the user in understanding the results. It will, however, be up to the user to interpret and draw conclusions from the information provided.

EURASHE calls for continuing opportunities for collaboration with British higher education

EURASHE, as a European representation of universities of applied science and other type of institutes of professional higher education, would like to express its regrets on the result of the British citizens’ vote in favour of leaving the European Union. During the campaign, higher and college education representatives in the United Kingdom declared their commitment to a common future and mutual collaboration with their European counterparts.

Although the period of uncertainty that opens today may complicate joint collaboration within international projects, EURASHE advocates and is ready to seek flexible, yet realistic arrangements to allow the development of mutually valued partnerships, exchanges of experience and common efforts to meet the expectations of our students, staff, institutions and societies. We believe that there is no alternative other than continuing mutual discussion, collaboration and learning with our British colleagues, and we will always welcome them to inspire and join in shared initiatives.

Lifelong Learning Awards

The Lifelong Learning Platform (LLL-P) has launched the LLLP_awardsLifelong Learning Awards to celebrate creative and inclusive practices during its Lifelong Learning Week 2016.

The aim of the Lifelong Learning Award is to give visibility to innovative practices taking place all over Europe in order to attract public attention on lifelong learning as well as to inspire new practices and policies. The Lifelong Learning Platform (LLL-P) will select each year its annual specific priority that can be linked to the European year if the theme is relevant.

In 2016, the Lifelong Learning Platform will focus on the first priority of its Lifelong Learning Manifesto: “Building inclusive and democratic educational systems“. This priority covers different important issues such as citizenship and global education, intercultural and interreligious dialogue, fighting prejudices and discrimination, educational institutions democratic governance and learner participation, learning mobility for all and the use of arts and culture to tackle social challenges and enhance personal development.

The focus shall be placed on the creativity and inclusiveness of the initiatives more than on the specific topic. Information on the guidelines and application criteria and deadlines is available on the LLL-P website here.

Training material on the ESG 2015

EQUIP_blockOn 6-7 June, the EQUIP project organised its final training workshop on the ESG 2015, after two other workshops and two webinars. A wide range of training material on the ESG 2015 is now available on the project website here. Next to the ESG 2015, a comparative analysis of the ESG 2015 and ESG 2005 is also available, as well as all contributions to the workshops and webinars: presentations and recordings.

These five events addressed changes in external quality assurance as a result of the ESG 2015; the implications of the new focus on learning and teaching in the ESG 2015; student-centred learning; admission, progression, recognition and certification in view of the ESG 2015; new modes of delivery, including e-learning and dual education programmes; and the enhancement of programmes by connecting internal and external quality assurance.

The project now moves on to the analysis and study of implementation challenges, good practices, and proposed approaches to solving these challenges. Several focus groups will be organised to this end in the spring and early autumn of 2017.

EURASHE is organising a seminar titled ‘Applied RDI: making innovation happen!‘ in cooperation with Foundation Saint Paul Andalusia CEU in Seville (Spain) on 26-27 September 2016. Registrations for the seminar are open here.


The seminar focuses on two central concepts of applied research, development and innovation (RDI) done in universities of applied sciences (UAS) around Europe: student engagement in research and market-based applied RDI. It will focus on presenting and disseminating the best practices on actual applied RDI activities done at UAS. The expert speakers will present the following topics and innovative perspectives to applied RDI:

  • How to involve and engage the students in the practical research activities (crowdsourcing, entrepreneurship, recognising innovation capacities);
  • Development work on professional/industrial PhDs;
  • UAS-business cooperation (technology transfer, innovation vouchers, tailored research).

The seminar will highlight best practices and new developments in Europe. In addition to presenting the best practice cases and newest developments, the seminar brings together applied RDI experts and researchers from around Europe to discuss the further development of the topics at their respective institutions. In addition to the presentations, both days of the seminar will include panel discussions, where applied RDI expert audience can participate.

Consultation on criteria for self-reflection on achievement within professional higher education

BuildPHE_logoThe BuildPHE project (Building Professional Higher Education Capacity in Europe) is a 2-years long EU-funded project aiming at fostering improved collaboration between institutions providing PHE and enterprises, by increasing the quality of the ‘professional’ experiences offered in higher education institutions. This will increase the choice of learning pathways available to students, in particular strengthening ‘dual’ options involving a mixture of studies and work experience such as apprenticeships. Project partners are coming from Poland, Czech Republic, Estonia, Slovenia, Croatia, Malta and Belgium.

The project is currently undergoing a survey phase, which should assist to map the potential benefits and focus of the self-reflection tool which may support universities of applied science and other institutions in a more systemic mapping of their achievement and progress against the wide, complex range of characteristics and specific criteria of professional higher education and reflect upon a strong engagement with stakeholders, in particular the world of work.

Within the following survey the key focus is placed on assessing three dimensions – relevance, importance of the considered criteria and feasibility/difficulty to address and monitor them in a systemic manner. We would be very grateful should you devote some time to answering the survey by Thursday 30 June 2016. Unfortunately, the scope of the survey and our wish to map a complexity of specific professional higher education provisions do not allow for a simple few minutes questionnaire. However, we hope you might appreciate thoughts the questions may raise about professional higher education when considering its various aspects.

Registrations are open for the 1st International Conference on Europe in Discourse, Athens, 23-25 September

EID_logoHellenic American University in cooperation with Hellenic American College announces that registration is now open for the 1st International Conference on Europe in Discourse: Identity, Diversity, Borders, organised in Athens (Greece) on 23-25 September 2016. The conference seeks to examine issues in the ongoing construction of European identity, including notions of diversity and (physical and symbolic) borders. It will focus on critical investigations that draw on discourse theory or bottom-up textual analysis to investigate these topics from the following perspectives:

  • historical, to explore the determinants which have been used to support a collective European identity;
  • geopolitical, to understand the importance of space and its role in the European edifice;
  • ideological/discursive, to investigate, synchronically and diachronically, key concepts that have informed EU practices of inclusion and exclusion.

Methodologically, the conference will highlight discourse as a major practice that both shapes and reflects European identity. More than 300 papers were submitted for review to the conference from more than 30 countries and representing more than 40 universities. In addition to attracting contributions from discourse analysts and linguists, the conference brings together leading scholars and researchers from a broad range of other fields, including history, European studies, cultural theory, media studies, sociology, political science, and ethnology.

New Initiative for Universities of Applied Sciences (UAS) Launched: UAS4EUROPE

UAS4EUROPE aims to strengthen the role of universities of applied sciences at the European level.

Europe needs greater and stronger involvement of its universities of applied sciences (UAS). This assertion is unavoidable if we look at European policy objectives in the area of innovation and growth. The European challenge-based approach to research and innovation must generate more impact power. However, the potential impact of the UAS within this process has not yet been fully utilised.

On the other hand, many UAS strive for increased engagement: the prospect of fruitful international collaboration, promising cross-border partnerships, and well-resourced European funding programmes are all strong incentives for them to play a more important role at the European level. However, adequate opportunities to do so have been missing so far.

Therefore, a group of representatives for UAS from different European countries has teamed up and started a joint initiative to increase UAS’s presence and visibility on the European stage.

Yesterday, UAS4EUROPE was officially launched at a high-level event in Brussels, with Director-General for Research and Innovation Robert-Jan Smits among the attendees.

UAS4EUROPE aims at providing a central platform for European UAS, allowing them to join forces and speak with one voice. This main asset for UAS is also an asset for the European Commission, as Robert-Jan Smits confirmed yesterday: “It’s great to see that the universities of applied sciences are increasingly claiming their role to help regions, Member States and the EU realise their ambitions in the field of science and innovation. With their close relations with SMEs, knowledge and experience to bring research results to the market and international networks, the universities of applied sciences have much to offer. The creation of UAS4EUROPE will definitely facilitate and enhance the cooperation and contacts with the European Commission.”


Joint position paper on the role of UAS in Europe

As one of its first activities, UAS4EUROPE handed over a joint position paper to Robert-Jan Smits which outlined the further role of UAS within the European Research Area (ERA) in general and, more specifically, within Horizon 2020. The position paper highlights the strengths that UAS have to offer:

  • As regional connectors;
  • As key international players;
  • As competent project leaders and evaluators of European projects;
  • As consulting bodies;
  • As contributors to European entrepreneurship.

During the event, these core competencies were presented by representatives of the five organisations launching the UAS4EUROPE initiative:

  • Stéphane Lauwick, President of EURASHE;
  • Tim Creedon, Chairman of UASnet;
  • Walter Schober, Vice President of Hochschule Bayern e.V., Germany;
  • Luciana Vaccaro, Rector of the University of Applied Sciences and the Arts Western Switzerland, speaking on behalf of swissuniversities;
  • Kurt Koleznik, Secretary General of the Association of Austrian Universities of Applied Sciences FHK.

EURASHE’s Vice-President meets with the Slovak Minister of Education, Science, Research and Sport on an upcoming conference on regional development and cooperation between HEIs and enterprise

Ministry of Education, Science, Research and Sport of the Slovak Republic

On Tuesday 10 May, EURASHE’s Vice-President and upcoming Secretary-General, Michal Karpíšek, met with prof. Peter Plavčan, Minister of Education, Science, Research and Sport of the Slovak Republic.

One of the topics of the meeting was the upcoming conference on regional development and cooperation between higher education institutions and enterprises in the region. The role of higher education institutions in the region, innovation, research and the application of acquired knowledge to real life issues are of concern both to Slovakia and throughout Europe; it will be one of the priorities of the Slovak Presidency of the Council of the European Union, starting 1 July 2016.

“The theme is very interesting. Research activities of higher education institutions and their translation into innovative activities of enterprises represent a mutually beneficial collaboration for both parties”, the Slovak Minister said when expressing his support to the event to be co-organised by EURASHE and the Slovak Ministry within the second half of 2016.

The conference will aim to provide more information on, among others, how higher education institutions have supported regional business development, but also what businesses can expect from higher education institutions. Organising an international conference under the Slovak Presidency of the Council of the European Union would significantly contribute to the enhancement of this mutually beneficial cooperation between higher education institutions and enterprise.

We are looking for Experts in Professional Higher Education

PROCSEE_expertsAs part of its efforts to create a regional centre for Professional Higher Education Excellence in Central and South-Eastern Europe, the PROCSEE project is looking for experts which will help it:

  • Engage in policy dialogue with stakeholders, to understand the main policy challenges which need to be addressed to accelerate change & innovation in the area;
  • Locate best-practice examples of policy-interventions from around the world, which have been shown to be effective in addressing the identified challenges;
  • Analyse the best-practice examples, with the help of thematic peer-learning expert groups, and identify those which are best suited to implementation in the CSEE region;
  • Work with stakeholders in each country, to design interventions at institutional level which will address the policy challenges, based on the implemented research;
  • Communicate the need and methodology for the interventions to relevant policy & decision-makers, and provide a monitoring framework for measuring the progress and impact of interventions.

We are looking for European-level experts, as well as experts from Slovenia, Croatia, Czech Republic, Romania and Hungary in the following areas:
